With many companies <a title=\"\" class=\"interallink\" href=\"https:\/\/www.marketplace.org\/story\/2025\/12\/02\/why-companies-are-mandating-fully-inperson-work\" rel=\"nofollow noopener\" target=\"_blank\">calling workers back to the office<\/a>, vacancy rates have rebounded, but they\u2019re still not back to pre-pandemic levels.<\/p>\n<p>That has pushed lawmakers in New York and elsewhere to make changes to encourage office-to-housing conversions.<\/p>\n<p>In New York City, more than 12,000 apartments are currently in the works in buildings that used to be offices. About 3,000 of those <a class=\"externallink\" title=\"\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2025\/12\/most-pro-housing-administration-in-city-history--mayor-adams--ci\">will be designated as affordable<\/a>.<\/p>\n<p>\u201cNew York took big steps to make it a lot easier for office-to-residential conversions over the last 18 months,\u201d said Dan Garodnick, director of the Department of City Planning and chair of the City Planning Commission in New York.<\/p>\n<p>Officials spent about a year studying what was making it hard for developers to do office-to-housing conversions, he said. \u201cAnd what we came up with was the regulatory limitations \u2014 that&#8217;s the zoning rules \u2014 and the financial limitations, and that&#8217;s where the tax incentive came to be.\u201d<\/p>\n<p>The city <a class=\"externallink\" title=\"\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2024\/12\/mayor-adams-governor-hochul-speaker-adams-celebrates-passage-most-pro-housing-proposal-in\">changed zoning laws to make it easier<\/a> for more office buildings to be converted, and the state approved those tax breaks to make the math work for developers and require them to build at least some affordable units.<\/p>\n<p>\u201cAnd we are already seeing the results,\u201d Garodnick said.<\/p>\n<p>New York is leading the way when it comes to turning old, vacant office buildings into apartments, according to Tracy Hadden Loh, a fellow at the Brookings Institution.<\/p>\n<p>\u201cI think that speaks to the fact that New York is a really unique market, in the sense that there&#8217;s a huge concentration of an enormous amount of office inventory in this extremely central, very desirable location, where there is also very, very strong demand for housing,\u201d she said.<\/p>\n<p>But there are initiatives to encourage more of these projects in other cities, too.<\/p>\n<p>\u201cChicago has one, Boston has one, LA has one,\u201d said Vincent Reina, a professor at the University of Pennsylvania and the faculty director of the Housing Initiative at Penn.<\/p>\n<p>Cities that want more office space turned into housing need to be proactive about making policy changes like New York has been, he said. \u201cWe need zoning that allows it to happen. We often need financing tools that allows it to happen, and often political will for these things to kind of move forward.\u201d<\/p>\n<p>Reina said he is seeing more of that around the country. \u201cJust the other week, the city of Philadelphia <a class=\"externallink\" title=\"\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/metrophiladelphia.com\/stories\/philadelphia-tax-abatement-affordable-housing,115505#:~:text=Her%20administration%20is%20drafting%20legislation,legislation%20recently%20adopted%20in%20Harrisburg\">announced that they received approval from the state<\/a> to try to create a tax abatement program for these kinds of conversions.\u201d<\/p>\n<p>In New York, Dan Garodnick with the planning commission, said office-to-housing conversions can help solve several problems: \u201cThey create an opportunity for us to give life to a struggling office building, create some housing in the process, and also create vibrant neighborhoods where, in some cases, they are getting less vibrant as a result of vacancies.\u201d<\/p>\n<p>But in a city <a class=\"externallink\" title=\"\" target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/elliman.com\/media\/Rental_10_2025_797db9aa16.pdf\">where the median rent for a one-bedroom apartment<\/a> is about $4,500 a month and the vacancy rate is under 1.5%, he said that converting office buildings to housing is just one piece of the puzzle.<\/p>\n<p>Related Topics<\/p>\n","protected":false},"excerpt":{"rendered":"This time six years ago, just before the pandemic hit, office buildings were fuller than they are today.&hellip;\n","protected":false},"author":2,"featured_media":65809,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[8],"tags":[34361,2907,8013,9,24,55,54,56,5890,339],"class_list":{"0":"post-65808","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-new-york-city","8":"tag-downtowns","9":"tag-housing","10":"tag-housing-affordability","11":"tag-new-york","12":"tag-new-york-city","13":"tag-new-york-city-headlines","14":"tag-new-york-city-news","15":"tag-ny","16":"tag-office-conversions","17":"tag-philadelphia"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/posts\/65808","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/comments?post=65808"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/posts\/65808\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/media\/65809"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/media?parent=65808"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/categories?post=65808"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ny\/wp-json\/wp\/v2\/tags?post=65808"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
