SNAP recipients at risk"},"content":{"rendered":"<p>Nearly 3\u00a0million New Yorkers could lose\u00a0Supplemental Nutrition Assistance Program (SNAP) benefits\u00a0in just a few weeks as new work requirements laid out in congressional Republicans\u2019 \u201cOne Big Beautiful Bill\u201d must be implemented.<\/p>\n<p>Starting Nov. 1, all states must be fully\u00a0complying with\u00a0the broad policy and tax law\u00a0passed in July that says adults with children from 14 to 17 will no longer be exempt from a work requirement to receive benefits, and neither will people ages 55 through 64.<\/p>\n<p>State agencies can request a waiver for certain areas if\u00a0unemployment surpasses\u00a010%.<\/p>\n<p>Gov. Kathy Hochul\u2019s office\u00a0on\u00a0Thursday released data showing the number of individuals relying on SNAP benefits in each of New York\u2019s 26 congressional districts.<\/p>\n<p>According to those numbers, the district with the current highest number of SNAP recipients\u00a0\u2014\u00a0272,857\u00a0\u2014\u00a0is the 15th\u00a0Congressional District,\u00a0located\u00a0in the Bronx and represented by Democratic Rep. Ritchie Torres.<\/p>\n<p>The state\u2019s more rural districts still have relatively\u00a0high amounts\u00a0\u2014\u00a0the 19th, 21st, 23rd\u00a0and 24th\u00a0Districts each have between 85,000 and 90,000 recipients.\u00a0<\/p>\n<p><a href=\"https:\/\/dol.ny.gov\/system\/files\/documents\/2025\/09\/press-release-2-august-2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\">According to the state Department of Labor, as of August,<\/a> the highest areas of non-seasonably adjusted unemployment in the state are the Bronx,\u00a0at\u00a07.8%, the New York City boroughs with each\u00a0between 5% and 6% and St. Lawrence County at 5.3%\u00a0\u2014\u00a0each far below the 10% threshold for a waiver for work requirements.<\/p>\n<p>In addition, the U.S. Department of Agriculture, which\u00a0oversees SNAP,\u00a0<a href=\"https:\/\/www.governor.ny.gov\/sites\/default\/files\/2025-10\/SNAP_November_2025_Issuance_File_Guidance.pdf\" rel=\"nofollow noopener\" target=\"_blank\">sent letters on Oct. 10 to state agencies that administer benefits<\/a> telling them not to send certain files to the contractors that would clear the way for the EBT cards to be loaded at the start of November\u00a0because\u00a0the ongoing\u00a0congressional budget impasse\u00a0and shutdown.<\/p>\n<p>\u201cIf the current lapse in appropriations continues, there will be insufficient funds to pay full\u00a0November SNAP benefits for approximately\u00a042 million individuals\u00a0across the\u00a0nation,\u201d the letter reads.<\/p>\n<p>This all comes as\u00a0states must prepare to shore up more of the cost of SNAP in the coming years. Currently,\u00a0states\u00a0and the federal government split the expense, but the \u201cOne Big Beautiful Bill\u201d increases states\u2019 responsibility to 75% of administrative costs\u00a0starting in the 2027 fiscal year.<\/p>\n<p>\u201cSNAP recipients, most of whom are children, older adults or disabled, count on SNAP every month to feed their families.
