{"id":67869,"date":"2025-12-11T21:46:07","date_gmt":"2025-12-11T21:46:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/67869\/"},"modified":"2025-12-11T21:46:07","modified_gmt":"2025-12-11T21:46:07","slug":"city-council-wont-vote-on-nyc-universal-daylighting-bill-before-end-of-year-reports-say","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/67869\/","title":{"rendered":"City Council won\u2019t vote on NYC universal daylighting bill before end of year, reports say"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"G6TUT3PSNJEH5CZFXHGEGNHP3U\">STATEN ISLAND, N.Y. \u2014 The New York City Council will not vote on a universal daylighting bill before the end of the year, according to multiple reports. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OYZKEKRSXZAXBOA3VYHNO46X2M\">The bill in question, <a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7042017&amp;GUID=9852E69D-218D-431F-A2C1-2C2F5FCD04DD&amp;Options=ID%7cText%7c&amp;Search=daylighting\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7042017&amp;GUID=9852E69D-218D-431F-A2C1-2C2F5FCD04DD&amp;Options=ID%7cText%7c&amp;Search=daylighting\">Intro 1138<\/a>, would <a href=\"https:\/\/www.silive.com\/news\/2025\/04\/nyc-lawmakers-discuss-banning-parking-within-20-feet-of-crosswalks.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/04\/nyc-lawmakers-discuss-banning-parking-within-20-feet-of-crosswalks.html\">ban parking within a certain distance of any intersection with a crosswalk<\/a>, a process known as daylighting.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"662EHLMD6REMVEEDY3RSLUEIC4\">Late on Tuesday night, Streetsblog NYC reported that City Council Speaker Adrienne Adams, a Democrat representing parts of Queens, <a href=\"https:\/\/nyc.streetsblog.org\/2025\/12\/09\/nearly-2000-new-yorkers-killed-seriously-injured-at-intersections-as-council-sits-on-daylighting-law\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/nyc.streetsblog.org\/2025\/12\/09\/nearly-2000-new-yorkers-killed-seriously-injured-at-intersections-as-council-sits-on-daylighting-law\">would cut the legislation from the agenda of the last City Council meeting for 2025<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZDU63MRG4NAQJFUXHPXWRQ64BE\">At the time, a spokesperson for Adams told Streetsblog that the legislative agenda for the meeting was not finalized.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7AZ2JZQKOJGBFC3C2B4ATU377A\">On Thursday, however, Transportation Alternatives \u2014 a nonprofit that advocates for public transit and safer streets \u2014 issued a statement saying that the deadline to advance bills for a City Council vote had passed, and <a href=\"https:\/\/transalt.org\/press-releases\/we-wont-stop-until-every-child-has-a-safe-walk-to-school-statement-from-transportation-alternatives-after-speaker-adams-kills-universal-daylighting-bill\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/transalt.org\/press-releases\/we-wont-stop-until-every-child-has-a-safe-walk-to-school-statement-from-transportation-alternatives-after-speaker-adams-kills-universal-daylighting-bill\">that the universal daylighting legislation had been pulled<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EOXNS4YLHFAAJAQSYOMEOXORBU\">Also on Thursday, Borough President Vito Fossella referred to the legislation as \u201cshelved\u201d in a press release that celebrated the move as a \u201chuge win for common sense.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"A2DTTCDB5JH3DPI26V4JMAFCUQ\">\u201cAs we have said since Day One, a one-size-fits-all approach was fundamentally inappropriate and irresponsible,\u201d Fossella said in the press release. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5O3MQ22VA5A6ZLQN6HMAIHQYE4\">\u201cFor now, we thank Speaker Adams for doing the right thing and taking the \u201cUniversal\u201d out of Universal Daylighting,&#8221; <a href=\"https:\/\/www.silive.com\/transportation\/2025\/10\/nyc-daylighting-staten-island-community-leaders-rally-against-bill-that-would-eliminate-parking.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/transportation\/2025\/10\/nyc-daylighting-staten-island-community-leaders-rally-against-bill-that-would-eliminate-parking.html\">Fossella, a steady opponent of the bill<\/a>, continued. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FIANTXWBDBAABES2STTEKEBUGU\">The universal daylighting bill isn\u2019t dead, however. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UJQNHSBVQJC2NPOVBXSXZMJKVY\">Ben Furnas, executive director of Transportation Alternatives and <a href=\"https:\/\/www.transition2025.com\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.transition2025.com\/\">member of the transportation transition committee for Mayor-elect Zohran Mamdani<\/a>, indicated that the legislation could be re-introduced under the upcoming administration. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RGW6COOTKVCYTBLDWSQHX5CUAA\">\u201cToday, in response, the Speaker of the City Council has decided to block the universal daylighting bill,\u201d Furnas said in a statement. \u201cWe will keep pushing for universal daylighting under a new City Council and a new mayor, and we won\u2019t stop until every child has a safe walk to school.\u201d<\/p>\n<p>About daylighting<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BU7TPDCBD5EU5B3EGTFIA375DA\">The universal daylighting legislation would ban vehicles from parking within 20 feet of any intersection with a crosswalk, equal to roughly one full car length.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZCXHEZFXNFABRHYEL3S2Z3HWQA\">New York state law already outlaws parking within 20 feet of a crosswalk. However, New York City has a special exemption that allows it to set its own parking rules.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TXQCIAZMU5H3PHWLII4YO2CXVM\">Supporters of the bill have referred to studies that say allowing parking within <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC6972380\/pdf\/41997_2015_Article_10606388.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC6972380\/pdf\/41997_2015_Article_10606388.pdf\">16 feet of intersections significantly increases the number of pedestrian injuries<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3YOF4X4HP5CSDCFJNBOEK5W2W4\">Proponents also point to the success of <a href=\"https:\/\/apnews.com\/article\/hoboken-zero-traffic-deaths-daylighting-pedestrian-safety-007dec67706c1c09129da1436a3d9762\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/apnews.com\/article\/hoboken-zero-traffic-deaths-daylighting-pedestrian-safety-007dec67706c1c09129da1436a3d9762\">daylighting \u2014 among other changes \u2014 in Hoboken, New Jersey, which has not had a single pedestrian death in several years<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CV6S32AT3ZGM3J4QI3L4ZYQYH4\">Fossella and other opponents on Staten Island have said that while they approve of daylighting certain intersections on Staten Island, they oppose the bill\u2019s \u201cone-size-fits-all\u201d approach.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"N5TB4XJ7WJFD5DYQYFXELAZCYQ\">Opponents also argue that the <a href=\"https:\/\/www.silive.com\/transportation\/2025\/09\/fossella-denounces-daylighting-bill-that-would-remove-parking-spots-across-nyc-including-staten-island.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/transportation\/2025\/09\/fossella-denounces-daylighting-bill-that-would-remove-parking-spots-across-nyc-including-staten-island.html\">New York City Department of Transportation opposes the proposed legislation<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PXA7WB23FNFJ3BF5AR4RHITKAQ\">The DOT has cited a <a href=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/daylighting-and-street-safety.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/daylighting-and-street-safety.pdf\">report the agency published in January,<\/a> which found no increase in pedestrian safety at intersections that have daylighting in place without physical barriers installed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LKJHYXFIPJH5RCLYHAJPFXYS7U\"><a href=\"https:\/\/www.silive.com\/transportation\/2025\/11\/city-council-challenges-dot-findings-on-nyc-universal-daylighting-report-says.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/transportation\/2025\/11\/city-council-challenges-dot-findings-on-nyc-universal-daylighting-report-says.html\">Supporters have challenged the findings in the report<\/a>, however. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QWLJZCSAPJBQRC6MAD73U372RQ\">The transportation agency has also said that implementing the universal daylighting bill would cost more than double its current annual budget.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Q4LX5L7JWVGJLKDAS4BWPBMOFQ\">The current iteration of the bill has 30 sponsors in the City Council. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3QH4CKOZDNFUHAKMRHNK3UP2FE\">While this would be enough votes for the bill to pass, it is four shy of the two-thirds majority required to override a potential veto by Mayor Eric Adams. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"W5LHY3YVANDJFK2WFZ4Q2IGAFI\">During <a href=\"https:\/\/www.youtube.com\/watch?v=wZ7WcODvUnA\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.youtube.com\/watch?v=wZ7WcODvUnA\">a September interview with PIX11, Councilmember Julie Won<\/a> \u2014 a Democrat representing parts of Queens and original sponsor of the bill \u2014 said that if the legislation doesn\u2019t pass before the end of the year, it would
