Blame the City Government."},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">People come from around the world to experience all that New York City has to offer during the holidays, including watching the Radio City Christmas Spectacular, ice skating at Rockefeller Center, and watching the ball drop in Times Square. (As a New York native, I don&#8217;t recommend this last one.) But the city government&#8217;s misguided hotel policies are, like the Grinch, stealing Christmas joy from <a href=\"https:\/\/nypost.com\/2025\/07\/25\/us-news\/foreign-tourism-to-nyc-expected-to-see-devastating-4b-drop-this-year-according-to-industry-experts\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:would-be tourists;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">would-be tourists<\/a>: Spending a weekend in Manhattan can easily set you back a couple thousand dollars\u2014unless you&#8217;re willing to sleep in a pod.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Today, the average daily rate for a hotel room in the city <a href=\"https:\/\/www.reuters.com\/world\/less-new-york-more-nashville-europeans-head-smaller-us-cities-2025-12-12\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:exceeds;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">exceeds<\/a>\u00a0$300, but it wasn&#8217;t always this expensive to stay in NYC. In fact, in the nearly 15 years leading up to the COVID-19 pandemic, the city&#8217;s average daily rate (ADR) was <a href=\"https:\/\/www.osc.ny.gov\/osdc\/reports\/nyc-sectors\/tourism\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:declining;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">declining<\/a> in inflation-adjusted terms. After reaching a pandemic low of $144, NYC&#8217;s ADR has risen steadily, reaching $314 in 2024, <a href=\"https:\/\/www.osc.ny.gov\/osdc\/reports\/nyc-sectors\/tourism\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:according;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">according<\/a> to the New York State Comptroller&#8217;s Office. Meanwhile, &#8220;gross profitability in this market grew 47.1 percent from 2022 [to 2023], the highest among the top 25 U.S. hotel markets,&#8221; <a href=\"https:\/\/www.osc.ny.gov\/files\/reports\/pdf\/report-04-2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:per the comptroller;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">per the comptroller<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While some of this price hike can be attributed to tourists returning to the Big Apple after the pandemic, much of it is attributable to government intervention.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In 2021, the City Council passed the <a href=\"https:\/\/www.nyc.gov\/content\/planning\/pages\/our-work\/plans\/citywide\/citywide-hotels-text-amendment\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:\u200b\u200bCitywide Hotels Text Amendment;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">\u200b\u200bCitywide Hotels Text Amendment<\/a>, which was <a href=\"https:\/\/www.nytimes.com\/2021\/04\/27\/nyregion\/hotels-tourism-new-york-covid.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:backed;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">backed<\/a> by the Hotel Trades Council union. This law required every new hotel or hotel expansion to receive City Planning Commission approval before beginning construction. At the time of the bill&#8217;s passage, city budget officials <a href=\"https:\/\/www.nytimes.com\/2021\/04\/27\/nyregion\/hotels-tourism-new-york-covid.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:estimated;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">estimated<\/a> that the law would cost the city $350 million in lost revenue by 2025 while perpetuating the hotel room shortage.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">As the city made it harder to build, it redistributed a large portion of existing supply to nonpaying residents: The city <a href=\"https:\/\/www.osc.ny.gov\/files\/reports\/pdf\/report-04-2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:housed;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">housed<\/a> &#8220;a portion of [60,000] asylum seekers in mostly midscale and economy hotels throughout the City [in the beginning of 2024], with the City\u2026spending an ADR of $156 per room,&#8221;or less than half the going rate, <a href=\"https:\/\/www.osc.ny.gov\/files\/reports\/pdf\/report-04-2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:according to;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">according to<\/a> the comptroller. New York City Comptroller Brad Lander <a href=\"https:\/\/comptroller.nyc.gov\/newsroom\/comptroller-landers-report-offers-overview-of-per-diem-hotel-and-service-costs-for-shelter-for-asylum-seekers\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:estimated;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">estimated<\/a> in July 2024 that &#8220;77 percent of asylum seekers live in approximately 15,750 rooms across 157 hotels in New York City.&#8221; This demand pressure won&#8217;t abate anytime soon: The city&#8217;s contract with the Hotel Association of New York City to house 86,000 asylum seekers and homeless people was renewed for $929 million to run from January to June 30, 2026, <a href=\"https:\/\/nypost.com\/2025\/06\/19\/us-news\/nyc-inks-1-billion-shelter-contract-with-hotels-despite-end-of-migrant-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:per the\u00a0New York Post;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">per the\u00a0New York Post<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Short-term rental sites such as Airbnb\u2014which <a href=\"https:\/\/www.wsj.com\/real-estate\/new-yorks-airbnb-crackdown-in-force-for-two-years-hasnt-improved-housing-supply-eb231536\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:hosted;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">hosted<\/a> 38,500 units in the city in 2023\u2014could have provided tourists with an affordable substitute for these asylum seeker\u2013occupied hotel rooms. However, in September 2023, the city passed Local Law 18, which forbids &#8220;renting [out] units for less than 30 days.&#8221; While the law <a href=\"https:\/\/youtube.com\/shorts\/Sc9wWDkE4vY?si=dC_G7ZTssdzJFiCO\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:failed;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">failed<\/a> to make housing more affordable, it succeeded in reducing rooms available to tourists: As of September, there were only &#8220;about 3,000 short-term rentals operating legally,&#8221; <a href=\"https:\/\/www.wsj.com\/real-estate\/new-yorks-airbnb-crackdown-in-force-for-two-years-hasnt-improved-housing-supply-eb231536\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:per The Wall Street Journal;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">per The Wall Street Journal<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The supply of hotel rooms has grown since then, rising from <a href=\"https:\/\/assets.ctfassets.net\/1aemqu6a6t65\/2ArmdGKGPiEODASDqwBxCC\/e7fcdc9719cdfb9fb3e95ff931220a2a\/Hotel_Development_FINAL_NYC_Q1-2024_1.19.2024.pdf?utm_source=chatgpt.com\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:121,500;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">121,500<\/a> in 2023 to <a href=\"https:\/\/comptroller.nyc.gov\/reports\/tourisms-role-in-new-york-citys-economy\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:135,000;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">135,000<\/a> in 2025. Unfortunately for tourists, this 13,500 increase is dwarfed by a 35,500 reduction in short-term rentals. Altogether, the total number of rooms available\u00a0decreased by more than 13 percent from 160,000 in 2023 to 138,000 in 2025. Meanwhile, only 5,700 more hotel rooms are <a href=\"https:\/\/www.costar.com\/products\/benchmark\/resources\/press-releases\/nyc-nashville-set-open-most-hotel-rooms-2025\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:anticipated;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">anticipated<\/a> to open this year.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Unfortunately, the city&#8217;s <a href=\"https:\/\/youtu.be\/7KbGulTc4TY?si=xDHQa3yIT8QXL9FQ\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:heavy-handed approach;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">heavy-handed approach<\/a> to housing does not appear to be going away anytime soon.
