{"id":78593,"date":"2025-12-22T23:42:07","date_gmt":"2025-12-22T23:42:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/78593\/"},"modified":"2025-12-22T23:42:07","modified_gmt":"2025-12-22T23:42:07","slug":"massive-rehabilitation-project-new-owners-coming-to-much-maligned-park-hill-apartments","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/78593\/","title":{"rendered":"Massive rehabilitation project, new owners coming to much-maligned Park Hill Apartments"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"5AQBRWCVSFGJZJ6FO7ISJVKOTY\">STATEN ISLAND, N.Y. \u2014 For the first time in recent memory, the future of the Park Hill Apartments is bright.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FVZCWWE5CFHZXOY3E2Y2WDUXDU\">After decades of enduring inadequate, unsanitary living conditions, the more than 1,000 Staten Islanders who call the eight-building complex home will soon see their apartments receive a major facelift.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JTRTQJDEPVANVPXLVF5BU67TTE\">On Monday, various local elected officials gathered outside 180 Park Hill Avenue to announce a change in ownership and massive $165 million rehabilitation project coming to the apartment complex.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CPTZJZABYBGHXF7ONMNJ4UWDIE\">\u201cFor far too long, the residents of Park Hill have been forced to live with neglect, disrepair, and conditions no community should ever have to accept. From day one in office, I made it clear this was unacceptable. I worked alongside my colleagues in government to ensure that these conditions would no longer be ignored,\u201d said Councilmember Kamillah Hanks, who has been among the driving forces in advocating for the rehabilitation of the apartments.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PJKMARYL4RFRFBXPB7MYZY6E5I\">The project will be led by the apartments\u2019 new ownership group \u2014 a joint venture of The Arker Companies, L+M Development Partners and LIHC Investment Group \u2014 which has rehabilitated tens of thousands of affordable housing units across the five boroughs in recent years.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OTVDNR7QTZE7FM4PTVCIMSU7DE\">\u201cThese rehabilitation efforts and new leadership will not only give Park Hill families long-overdue peace of mind; they will fully transform every building so residents can feel comfortable remaining in their homes for the long-term,\u201d said State Sen. Jessica Scarcella-Spanton.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XRZ35YMQFJFWVPQAW45PN5EPDQ\">The previous owner of the eight-building apartment complex, Michael Shah, <a href=\"https:\/\/www.silive.com\/news\/2025\/02\/staten-island-councilwoman-seeks-accountability-for-park-hill-apartments.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/02\/staten-island-councilwoman-seeks-accountability-for-park-hill-apartments.html\">who is the founder and CEO of DelShah Capital<\/a>, confirmed the change in ownership to the Advance\/SILive.com.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XG2KTPNMZ5FRZINMZROFT73EBE\">\u201cDelshah Capital is no longer the owner of Park Hill Apartments. It was sold to the best affordable housing developers in the city. They will be handling the project in its entirety and we will not have any involvement going forward,\u201d Shah said in an emailed statement.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MU3AQKOLDFGKTCF6VNCHNHPTDM\">Shah had <a href=\"https:\/\/www.silive.com\/news\/2025\/07\/nyc-officials-working-on-rehab-plan-for-staten-islands-park-hill-development.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/07\/nyc-officials-working-on-rehab-plan-for-staten-islands-park-hill-development.html\">previously told the Advance\/SILive.com<\/a> that a rehabilitation project was in the works, but had not mentioned that it would include a change in ownership.<\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" decoding=\"async\" alt=\"File photo: Park Hill\" class=\"article__image-content\" src=\"https:\/\/www.silive.com\/resizer\/v2\/GXAP6SPP3JB3BAGLOXQLE2KV54.jpg?auth=bea3c119b7ce58ac72b68c1eb9ac6a0a1bbb5ba40117a060faba11e3c55c7bf3&amp;width=1280&amp;smart=true&amp;quality=90\"  \/>This photo from Oct. 17, 2023, shows an aerial look at the Park Hill Apartments in Clifton.Jason Paderon<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WZA7SV4HEJGBJNJGJUBQDEARTA\">The project will receive funding from all levels of government, including $98.5 million from the New York City Department of Housing Preservation and Development, $50 million from New York State Homes and Community Renewal\u2019s Multifamily Preservation Program and federal support through the US Department of Housing and Urban Development.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3RP2TGVSPZATBBUVKMICB3V5QQ\">\u201cFor too long we battled with the previous owners on behalf of our constituents who were subjected to subpar living conditions. These improvements are necessary and long overdue and we look forward to seeing these capital projects completed,\u201d said Rep. Nicole Malliotakis.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5MRABMSX4ZGDNMYHLWS5IVV3ME\">The rehabilitation will bring significant improvements to each unit, including new kitchens, bathrooms, radiators, flooring and windows, as well as updated electrical wiring and plumbing enhancements.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"L726BJ32UFCKLG6DHPFJOU55Z4\">Other building-level improvements include lobby renovations, boiler overhauls, elevator work, facade repairs, improved security measures and increased handicap accessibility.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"I6OSMMTH75FP5OZ4HQHLOE43YY\">\u201cAs a team with deep experience in affordable housing preservation, we are committed to delivering quality homes that Park Hill families deserve. This rehabilitation will address critical building systems and quality of life conditions while preserving affordability for the long-term,\u201d said Dan Moritz, principal at The Arker Companies, which is based in Roslyn, N.Y.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5OU2FG7ETJDZ5FO7SAH4XUSJUA\">The project is expected to begin next month and take roughly two years to complete, according to Simon Bacchus, director of development for The Arker Companies.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MEJICZBFTRDQRD3FVIVNM2ULAM\">Bacchus noted that this is a \u201ctenant in place rehabilitation,\u201d meaning the vast majority of residents will be able to remain in their apartments while the work is being done. There may, however, be a few exceptions when tenants would be temporarily relocated to facilitate accessibility enhancements.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HBN2BFGHABERBOZTRTDV2AIRDI\">The new owners plan to hold resident engagement meetings early next year to engage tenants and provide a more concrete timeline for the project.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XTF2746UBNDM3HAOQKWVDFGGHI\">Alasha Murray, who has lived at Park Hill for five years, said she\u2019s reached out about issues at the apartment complex numerous times and is excited that change is finally coming.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JFDEPG6IB5EHTFLE2V2BRB2GNA\">\u201cI have a cleaning business and I go to other developments and seeing the differences really affected me,\u201d said Murray. \u201cIt affected me because I feel like I wasn\u2019t doing enough for my community. I had to stand up and I had to show face for the other residents to let them know that it\u2019s okay to voice your concerns. (Staten Island Advance\/Jason Paderon)Conditions at Park Hill<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QAK7V4B2KZA4LBPULFLD6NXXIM\">The rehabilitation of the 1,100-unit development is much-needed, with residents having long complained about substandard <a href=\"https:\/\/www.silive.com\/news\/2021\/11\/nyc-public-housing-crisis-a-look-inside-the-park-hill-apartments-this-is-not-the-way-were-supposed-to-live.html\" target=\"_blank\" rel=\"nofollow noopener\">living conditions<\/a> in the buildings.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YKVRWPMRQZBMLA6Y2D5WG34GRY\">Just this year, the city Department of Housing Preservation and Development has issued more than 1,200 violations across the complex in 2025 for varying conditions.
