{"id":79637,"date":"2025-12-23T22:48:07","date_gmt":"2025-12-23T22:48:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/79637\/"},"modified":"2025-12-23T22:48:07","modified_gmt":"2025-12-23T22:48:07","slug":"staten-island-councilmember-introduces-legislation-pushing-non-partisan-elections","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/79637\/","title":{"rendered":"Staten Island councilmember introduces legislation pushing non-partisan elections"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"IWNUVRDY7VFIRNIFQ2NIAT3RR4\">STATEN ISLAND, N.Y. \u2014 A Staten Island City Councilmember introduced legislation Thursday that would see political parties rendered irrelevant in the five borough\u2019s municipal elections.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3RW6KUMDRBEJ3O6EGY2KS4C6Y4\">Under the legislation introduced by South Shore Republican Frank Morano, candidates for office like mayor, public advocate, borough president and City Council would appear on ballots without their political parties listed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RX4ABAHFANBP5KAF52VNOVQQII\">Municipal elections would also be conducted entirely on a ranked-choice basis similar to how primary and special elections are currently held.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GVZKCBCVOFFPTHWAKNDAMEWSVE\">\u201cNew York City is one of the most diverse cities in the world, yet we run our elections under a structure designed for a very different era,\u201d Morano said. \u201cRight now, a small slice of partisan primary voters effectively decide most offices, while independents and unaffiliated New Yorkers are shut out. That doesn\u2019t strengthen democracy \u2013 it narrows it.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RMNCRM553RDMJN5RPU5UJGBAAY\">The road to nonpartisan elections faces an uphill battle in New York City as local voters would need to approve that kind of change in a ballot referendum, similar to the one they voted for in 2019 paving the way for non-partisan ranked choice voting in special and primary elections. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TZIZRGKDSNCELEQQD6MXU4JKRE\">Additionally, the city\u2019s political establishment, particularly on the Democratic side, would oppose that kind of sweeping change as it would limit their power. Most citywide elections over the past 20 years have been effectively decided in the Democratic primaries. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"I4HJRUR7BJHYJEJBEUZFXKMH74\">Morano has yet to secure any co-sponsors for his bill. Democratic North Shore Councilmember Kamillah Hanks was unavailable for comment.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VOTP3PLZ5RAMPMUM45KJOBNFGQ\">Councilmember David Carr, a Mid-Island Republican, expressed an openness to expanding ranked choice voting, but stopped short of non-partisan elections.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"I7SSKTEZPJEVPGHRRSBMINAOCM\">\u201cI think we saw a lot of people in Staten Island and beyond struggle about to how to cast their vote for tactical reasons in this election cycle, and people should never have to fear \u2018wasting\u2019 their vote on someone they believe in.
