Kathy Hochul.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WLQRBSFPKVGFTMKCK7B5ABNWCU\">On December 19, Hochul shut down the 100-foot rule, which funded gas pipeline expansions through \u201cratepayer-funded subsidies,\u201d <a href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2025\/S8417\" target=\"_blank\" rel=\"nofollow noopener\">according to the New York State Senate.<\/a><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3RKEZBXHSBBEREOWGCRFCPDLBI\">The NESE pipeline, approved in November by state agencies, will be paid for by New Yorkers within New York City and Long Island via a 3.5% increase to National Grid bills despite this new legislation. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OOXOTSL77VHJFOX2TYZA6WO3UQ\">The pipeline will feature a 17.4-mile underwater segment through the Raritan and Lower New York bays, passing Staten Island\u2019s shores.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5Q2GP3BUGRCYPH7RTYDYTYGSJ4\">National Grid was not thrilled by the change in legislation. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"N4HQGDK3XVGYDITWDPVI52JDOM\">\u201cWe are disappointed that the 100\u2011foot rule has been repealed. This law could make it more expensive for customers to convert from oil to natural gas &#8211; an efficient way of reducing emissions and saving energy costs,&#8221; said a National Grid spokesperson. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZWFN7QGISBHWLFT2OBHSCSBYVQ\">\u201cWe encourage the administration and the legislature to use this one-year window to adopt practical protections for customers such as carve\u2011outs for income-eligible customers and for oil\u2011to\u2011gas conversions\u2014so families have affordable access to cleaner, firm, reliable heat,\u201d the spokesperson added.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JQSVG5ELZFGGBGJFP7ZNDMXRIQ\">National Grid is a steadfast supporter of the pipeline, however, pointing to \u201cthe possibility for $2.5 billion in energy savings for New York\u2019s downstate residents, like Staten Islanders, over the next 15 years,\u201d <a href=\"https:\/\/www.silive.com\/news\/2025\/11\/staten-island-councilmember-demands-protections-as-nese-pipeline-moves-forward.html\" target=\"_blank\" rel=\"nofollow noopener\">a spokesperson said previously.<\/a><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RIJ4G7I55FCCJMNMZWFIWIJ7LM\">National Grid touted the news that <a href=\"https:\/\/www.nationalgridus.com\/News\/2025\/11\/Ninety-Six-Organizations-Representing-1-7-Million-New-Yorkers-Statewide-Sign-On-in-Support-of-the-Northeast-Supply-Enhancement-NESE-Project\/\" target=\"_blank\" rel=\"nofollow noopener\">96 organizations<\/a>, representing 1.7 million people, signed on in approval for the pipeline.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ABEJHKMVUZBH7MG2LQLDY54XIY\">But then you have <a href=\"https:\/\/www.silive.com\/news\/2025\/08\/130-ny-officials-oppose-trump-revived-pipeline-project-off-staten-island-shores.html\" target=\"_blank\" rel=\"nofollow noopener\">130 elected officials from across the state<\/a> voicing their own issues with the project in a letter penned to Gov. Kathy Hochul. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"C6IMZKIRWBF5ZI5ETMFUE5Y6UM\">This is in addition to <a href=\"https:\/\/www.silive.com\/news\/2025\/11\/hundreds-protest-gov-hochul-after-controversial-ny-harbor-pipeline-approved.html\" target=\"_blank\" rel=\"nofollow noopener\">a slew of environmental groups and others<\/a> working to raise awareness about the potential environmental impact of the pipeline.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BFSZ5DE6IJBKBDOZXEG75KILJE\">Food &amp; Water Watch\u2019s New York State Director Laura Shindell said the following of the dismantling of the 100-foot rule: \u201cGovernor Hochul has finally done the right thing, but only after a litany of horrific climate decisions this year. Her signature on this important legislation will not overshadow the shame of her approval of the 3.2 billion dollar Williams NESE fracked gas pipeline in NYC, nor overshadow the permits she granted to build a Bitcoin-mining fracked gas power plant in the Finger Lakes.
