{"id":80693,"date":"2025-12-25T06:59:13","date_gmt":"2025-12-25T06:59:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/80693\/"},"modified":"2025-12-25T06:59:13","modified_gmt":"2025-12-25T06:59:13","slug":"eric-adams-reigned-over-a-run-of-scandal-not-seen-since-boss-tweed","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/80693\/","title":{"rendered":"Eric Adams Reigned Over a Run of Scandal Not Seen Since Boss Tweed"},"content":{"rendered":"<p>In his twilight days at City Hall, Mayor Eric Adams has doubled down on attacking his corruption indictment, dismissing it as \u201clawfare\u201d brought by a Biden administration angry at his criticism of policies he blamed for triggering a flood of migrants to New York City.<\/p>\n<p>He has repeated his mantra that the media unfairly focused on the indictment, which a federal judge was forced to void after the Trump administration dropped the case, while ignoring accomplishments like more affordable housing, reduced crime and fewer homeless sleeping in the streets. That record, he asserts, makes him one of the city\u2019s most successful mayors.<\/p>\n<p>But by any number of telling measures, Adams\u2019 four tumultuous years at City Hall could generate <a href=\"https:\/\/www.thecity.nyc\/category\/in-depth\/eric-adams-fbi-probe-investigation-city-hall-resignations\/\" rel=\"nofollow noopener\" target=\"_blank\">a highlight reel<\/a> of notoriety that would surpass that of any mayor of the 20th and 21st centuries. The never-ending stream of investigations and indictments made Adams a standout.<\/p>\n<p>\u201cThere is nothing in the annals of New York political history quite like the scandals that enveloped Adams and his administration \u2014 and that\u2019s saying something,\u201d said Terry Golway,\u00a0 \u00a0author of \u201c<a href=\"https:\/\/wwnorton.com\/books\/Machine-Made\/\" rel=\"nofollow noopener\" target=\"_blank\">Machine Made: Tammany Hall and the Creation of Modern American Politics<\/a>.\u201d \u201cAdams\u2019 indictment, in my view, moved this scandal beyond anything in the 20th century. You have to go back to the mother of all New York scandals, the Tweed Ring, to find a comparison.\u201d<\/p>\n<p>That notorious episode in New York City history featured <a href=\"https:\/\/en.wikipedia.org\/wiki\/Tweed_Courthouse\" rel=\"nofollow noopener\" target=\"_blank\">rampant corruption<\/a> committed by William \u201cBoss\u201d Tweed and his cohorts and included the indictment in 1871 of A. Oakey Hall \u2014 the only other mayor in city history to be indicted.<\/p>\n<p>Tammany was a political machine, and its systematic looting of taxpayer dollars was sustained by a loyal team of ward heelers plucked from working-class neighborhoods. Adams\u2019 approach was far more familial, putting friends, relatives and a score of longtime cronies \u2014 some with questionable resumes and little experience running municipal government \u2014 on the city payroll at generous salaries and in positions to wheel and deal at taxpayers\u2019 expense.<\/p>\n<p>All have maintained their innocence.<\/p>\n<p>But the inner circle\u2019s own words \u2014 either caught on wiretaps or asserted in legal documents \u2014 chronicle this distinctly Adams style of doing business, with money-driven transactions often at its heart.\u00a0<\/p>\n<p>Four years of Adams\u2019 leadership led to a prosecutorial assault on City Hall unequaled in New York history: Investigations by three sets of prosecutors assisted by the FBI and city Department of Investigation (DOI), with 20 individuals charged, including Adams. A dozen more had their phones seized by law enforcement, and at least four probes are still underway.\u00a0<\/p>\n<p>And the scandal that ensnared the mayor himself underscores what\u2019s different about this electoral era. His campaigns exploited an $8 to $1 public match by the city on small campaign donations \u2014 intended to reduce big-money influence on elections \u2014 through illegal fund-raising ploys that led to his indictment, multiple investigations and the conviction of an aide. (Spokespeople claimed that Adams was unaware of the schemes.)<\/p>\n<p>Meanwhile, having won election in the era of Black Lives Matter with the pitch that he could deliver both safety and justice, the former cop fixated on the police department and gave retired NYPD friends wide-ranging power over public safety matters. His old cop cronies took over leadership at One Police Plaza and ran amok.\u00a0<\/p>\n<p>As news of the growing number of investigations spread, so did Adams\u2019 penchant for forgiving friends for just about everything, which might not have been read as a signal to tighten the ship.\u00a0<\/p>\n<p>\u201cPeople have a tendency to, when accusations are made, to say, \u2018You know what? The pressure\u2019s hot, you need to just get rid of a person.\u2019 I just don\u2019t operate that way,\u201d <a href=\"https:\/\/www.thecity.nyc\/2024\/07\/30\/eric-adams-tim-pearson-lawsuits-randy-mastro\/\" rel=\"nofollow noopener\" target=\"_blank\">Adams told reporters<\/a> in July 2024, when a longtime associate he made a \u201csenior advisor\u201d was hit with a fourth lawsuit alleging sexual harassment and retaliation.<\/p>\n<p>Combined, all these factors begat a remarkable string of scandalous spectacles that sent his popularity plummeting:\u00a0<\/p>\n<p>FBI agents <a href=\"https:\/\/www.nytimes.com\/2023\/11\/10\/nyregion\/adams-fbi-investigation-phones.html\" rel=\"nofollow noopener\" target=\"_blank\">confronting the mayor<\/a> on a Greenwich Village street after a speaking engagement and seizing his phones inside his city vehicle.<\/p>\n<p>FBI and DOI agents criss-crossing the city on a September morning to simultaneously <a href=\"https:\/\/www.thecity.nyc\/2024\/09\/05\/fbi-raids-homes-of-two-top-eric-adams-aides\/\" rel=\"nofollow noopener\" target=\"_blank\">seize the phones<\/a> of Adams\u2019 police commissioner, schools chancellor, first deputy mayor and deputy mayor for public safety. Credit: Gwynne Hogan\/THE CITY<\/p>\n<p>And finally, the watershed moment: Adams himself, smiling and waving, strutting up the imposing gray granite stairs of the federal courthouse in Foley Square to face his indictment on bribery and campaign finance fraud charges.<\/p>\n<p>By the time the mayor\u2019s chief liaison to the Chinese community <a href=\"https:\/\/www.thecity.nyc\/2025\/08\/20\/winnie-greco-eric-adams-aide-attempted-cash-katie-honan-reporter\/\" rel=\"nofollow noopener\" target=\"_blank\">offered a reporter<\/a> for THE CITY $300 stuffed into a potato chip bag, months after Adams got his charges dismissed, it was an absurd coda to four years of chicanery.<\/p>\n<p>No city administration since the Tweed era reaped a fallout of this scope. It included a wave of tainted resignations that included those of his police commissioner, schools chancellor and first deputy mayor, and his closest aide and confidante. Two of his top lawyers stepped down when he declined to heed their anti-corruption advice. <a href=\"https:\/\/www.thecity.nyc\/2025\/02\/17\/joshi-torres-springer-williams-isom-eric-adams-trump\/\" rel=\"nofollow noopener\" target=\"_blank\">Four deputy mayors<\/a> left after Adams got the Trump Justice Department to withdraw his corruption case in exchange for his cooperation in the administration\u2019s deportation campaign \u2014 a transaction they felt left him compromised.<\/p>\n<p>Voters recoiled, too, and Adams\u2019 public approval ratings plummeted, ultimately dooming his campaign for reelection.<\/p>\n<p>It\u2019s a Family Affair\u00a0<\/p>\n<p>As the scandal spread, the resulting indictments and lawsuits depicted Adams\u2019 associates playing by their own rules, ultimately investigated for or charged with taking steps to get what they believed was theirs to take while they could.<\/p>\n<p>\u201cI have to get mine. Where are my crumbs?\u201d Timothy Pearson, a former NYPD colleague Adams assigned to monitor migrant shelter contracts allegedly <a href=\"https:\/\/www.nytimes.com\/2024\/04\/17\/nyregion\/timothy-pearson-lawsuit.html\" rel=\"nofollow noopener\" target=\"_blank\">complained<\/a> when he wasn\u2019t cashing in on one of these multi-million dollar deals, a coworker related in court papers.\u00a0<\/p>\n<p>\u201cI\u2019m not playing. Your sister has to be rich!\u201d Chief Advisor Ingrid Lewis-Martin proclaimed in a <a href=\"https:\/\/www.thecity.nyc\/2024\/12\/19\/mayor-adams-top-aide-ingrid-lewis-martin-indicted\/\" rel=\"nofollow noopener\" target=\"_blank\">secretly recorded phone conversation<\/a> as she described how a developer she\u2019d allegedly assisted with building inspector headaches was going to finance a Chick-fil-A franchise for her son.<\/p>\n<p>Lewis-Martin, the wife of one of Adams\u2019 police pals of decades ago, was his closest aide. She had been at his side seemingly forever, working as a state Senate staffer, then a senior aide when he was borough president and as a consultant on his campaigns. He anointed her \u201cchief advisor,\u201d an ill-defined role that ultimately paid $287,000 a year and allowed her to intervene on behalf of campaign donors and others, including some now under indictment, charged with bribing her to arrange favorable treatment from a wide variety of city agencies.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/12\/121624_ingrid_martin_1.jpg\" alt=\"\" class=\"wp-image-57141\"  \/>Former Mayor Eric Adams advisor Ingrid Lewis-Martin spoke at her lawyer\u2019s Midtown office about being at the center of a public corruption investigation, Dec. 16, 2024. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>Jesse Hamilton, once Adams\u2019 Senate chief of staff and then his handpicked successor for his Brooklyn Senate seat, got a job that ultimately paid $213,000 a year overseeing the city\u2019s leases of private office space.<\/p>\n<p>Winnie Greco, who had joined Brooklyn Borough Hall as a volunteer Asian community \u201cambassador,\u201d was elevated to a paid job in a similar role once Adams became mayor. She was close with Lewis-Martin, who frequently referred to Greco as \u201csister\u201d and a member of the family. At one event attended by Greco\u2019s mother, she invoked family once again as she called Adams to the stage: \u201cI have the pleasure of introducing Winnie\u2019s mom to her son,\u201d she proclaimed.<\/p>\n<p>Greco\u2019s two homes in the Bronx were <a href=\"https:\/\/www.thecity.nyc\/2024\/02\/29\/winnie-greco-fbi-raid\/\" rel=\"nofollow noopener\" target=\"_blank\">raided by federal authorities<\/a> in early 2024, simultaneously with a Queens mall where she had hosted numerous fundraisers for Adams and whose employees were listed as making dozens of small donations that Adams\u2019 campaign used to obtain matching funds.<\/p>\n<p>The family affair became more apparent from there. A sister-in-law, Sharon Adams, <a href=\"https:\/\/www.thecity.nyc\/2023\/06\/08\/eric-adams-sharon-bernard-city-job\/\" rel=\"nofollow noopener\" target=\"_blank\">snagged<\/a> a $150,000 job (since raised to $176,000) at the Department of Education, while her husband, Adams\u2019 brother Bernard, briefly got a $242,000 a year job as a \u201csecurity advisor.\u201d That paid position was nixed after the Conflicts of Interest Board ruled the appointment violated city anti-nepotism rules.<\/p>\n<p>Adams\u2019 domestic partner, Tracey Collins, got a promotion at the Department of Education and a $46,000 salary bump six months after he took office, followed by a $31,000 hike a year later. She retired in 2024 <a href=\"https:\/\/nypost.com\/2024\/09\/28\/us-news\/nyc-mayor-eric-adams-girlfriend-joined-on-45k-worth-of-trips\/\" rel=\"nofollow noopener\" target=\"_blank\">amid a probe<\/a> by the Special Commissioner of Investigation in response to claims her gig at one point became a \u201cno show\u201d job.\u00a0<\/p>\n<p>A 911 dispatcher, Lisa White, who had done work years ago for Adams\u2019 group 100 Blacks in Law Enforcement, and whose Brooklyn apartment Adams <a href=\"https:\/\/www.thecity.nyc\/2022\/11\/21\/eric-adams-lisa-white-nypd-deputy-commissioner\/\" rel=\"nofollow noopener\" target=\"_blank\">listed as his address<\/a> while in the state Senate, got a fivefold salary spike when she landed a $241,000-a-year (since hiked to $285,877) deputy commissioner job in the NYPD.<\/p>\n<p>The mayor also rewarded former colleagues at the NYPD, starting with Pearson, an ex-cop he put in a $243,000-a-year job overseeing contracts for migrant shelters. Pearson had zero prior experience with that kind of work.<\/p>\n<p>And Adams\u2019 close ties to another NYPD colleague, Philip Banks Jr., factored into his appointment of Banks\u2019 son, Philip Banks III, as the $287,000-a-year deputy mayor for public safety, despite the younger Banks\u2019 history as an <a href=\"https:\/\/www.thecity.nyc\/2021\/12\/14\/22836898\/eric-adams-criminal-justice-advisor-left-nypd-under-cloud\" rel=\"nofollow noopener\" target=\"_blank\">unindicted co-conspirator<\/a> in an NYPD bribery scandal. The mayor also named another Banks brother, David, schools chancellor (final annual pay $415,000), and David Banks\u2019 then-financ\u00e9e (now wife) Sheena Wright as first deputy mayor (final pay $314,000).<\/p>\n<p>All of these loyalists got hefty pay raises while they were on the city\u2019s roll, with many seeing big bumps just before they were forced to resign after having their cell phones seized and homes raided by law enforcement.<\/p>\n<p>Contracts, Leases and a Porsche<\/p>\n<p>And what did these Adams loyalists seek to get in return?<\/p>\n<p>Indicted twice by Manhattan District Attorney Alvin Bragg, Lewis-Martin was <a href=\"https:\/\/manhattanda.org\/d-a-bragg-ingrid-lewis-martin-newly-indicted-for-accepting-more-than-75000-in-bribes-in-wide-ranging-conspiracies\/\" rel=\"nofollow noopener\" target=\"_blank\">charged with bribery<\/a> after allegedly intervening on behalf of mayoral donors. Prosecutors charge that businessmen she assisted with building inspection problems <a href=\"https:\/\/www.thecity.nyc\/2024\/12\/19\/mayor-adams-top-aide-ingrid-lewis-martin-indicted\/\" rel=\"nofollow noopener\" target=\"_blank\">helped her son buy a Porsche<\/a>. They also alleged a soundstage operator, Broadway Stages, <a href=\"https:\/\/www.thecity.nyc\/2025\/08\/21\/eric-adams-ingrid-lewis-martin-jesse-hamilton-indicted\/\" rel=\"nofollow noopener\" target=\"_blank\">arranged to get her a part in a TV show<\/a> after she killed a community-supported bike lane on heavily trafficked McGuinness Boulevard in Brooklyn that they contended would slow down their trucks hauling movie set equipment.<\/p>\n<p>The businessmen and the co-owners of Broadway Stages wound up indicted along with her.<\/p>\n<p>Lewis-Martin took a trip to Japan last year with Hamilton, the protege Adams put in charge of the city\u2019s $1 billion property leasing program. Also on the trip: a real estate broker who advised Hamilton on leases, a lobbyist who\u2019d recently schmoozed Hamilton for a client and an Adams fundraiser.<\/p>\n<p>Lewis-Martin, Hamilton, the broker and the fundraiser <a href=\"https:\/\/www.thecity.nyc\/2024\/10\/04\/adam-clayton-powell-jesse-hamilton-japan-ingrid-lewis-martin-eric-adams\/\" rel=\"nofollow noopener\" target=\"_blank\">had their phones seized<\/a> by law enforcement when they arrived at JFK from Japan. Handing over her device, Lewis-Martin blurted out, \u201cSo you\u2019re the ones that have been listening to my phone,\u201d prosecutors alleged.<\/p>\n<p>Ultimately Hamilton and Tian Ji Li, the Adams fundraiser, were indicted along with Lewis-Martin. Credit: Alex Krales\/THE CITY<\/p>\n<p>Adams\u2019 ties to his old NYPD mentor Phil Banks Jr. entered the narrative early on the morning of Sept. 4, 2024, when the FBI and DOI showed up at the homes and confiscated the phones of his sons, Deputy Mayor for Public Safety Phil Banks III, and his brother, David, the schools chancellor. That morning they also took the phone of another son: Terence Banks.<\/p>\n<p>Soon it emerged that investigators were looking at potential influence-peddling involving Terence, Philip III and David. Terence had set up a consulting firm for clients trying to win city contracts.<\/p>\n<p>In an <a href=\"https:\/\/www.thecity.nyc\/2025\/08\/18\/banks-brothers-investigation-eric-adams\/\" rel=\"nofollow noopener\" target=\"_blank\">interview<\/a> with THE CITY, Philip Banks III admitted talking with Terence about one of the consulting clients, a <a href=\"https:\/\/www.thecity.nyc\/2024\/09\/13\/philip-banks-saferwatch-schools-eric-adams\/\" rel=\"nofollow noopener\" target=\"_blank\">tech firm<\/a> that landed a pilot program testing out a \u201cpanic button\u201d app in select public schools that could lead to a potentially lucrative contract.<\/p>\n<p>Another client of Terence Banks appears to have reaped more immediate benefits, THE CITY found: David Banks, appeared <a href=\"https:\/\/www.thecity.nyc\/2025\/08\/18\/banks-brothers-investigation-eric-adams\/\" rel=\"nofollow noopener\" target=\"_blank\">in a promotional video<\/a> for the firm, which then won $2 million in no-bid contracts from the agency his brother ran, the city Department of Education. David Banks\u2019 attorney responded to THE CITY\u2019s inquiry about this by stating, \u201cWe are not commenting on this story at this time.\u201d<\/p>\n<p>The investigation into the Banks brothers appears to be active. Witnesses were interviewed by prosecutors this fall and one of Terence Banks\u2019 clients who had his phone seized the same day as the Banks brothers was recently <a href=\"https:\/\/www.thecity.nyc\/2025\/12\/11\/indictment-anthony-tepedino-asg-manhattan\/\" rel=\"nofollow noopener\" target=\"_blank\">indicted<\/a> on unrelated charges of corporate malfeasance.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/12\/051223_phil_banks_1.jpg\" alt=\"Deputy Commissioner for Public Safety Philip Banks speaks at City Hall.\" class=\"wp-image-28485\"  \/>Deputy Commissioner for Public Safety Philip Banks speaks at City Hall, May 12, 2023. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>Then there\u2019s the mayor\u2019s first buildings commissioner, Eric Ulrich, who <a href=\"https:\/\/www.nytimes.com\/2022\/11\/03\/nyregion\/eric-ulrich-resigns-gambling.html\" rel=\"nofollow noopener\" target=\"_blank\">resigned<\/a> just 11 months into Adams\u2019 first year at City Hall. Ten months later, Ulrich was <a href=\"https:\/\/www.thecity.nyc\/2023\/9\/13\/23872712\/eric-ulrich-buildings-commissioner-indicted\" rel=\"nofollow noopener\" target=\"_blank\">indicted<\/a>, charged with taking cash to pay off gambling debts and accepting discounted rent and free Mets tickets. In exchange, he allegedly did favors for a real estate developer and the owner of a Brooklyn tow truck firm who co-hosted a big fundraiser for Adams\u2019 2021 campaign, among others. (Ulrich, the developer and the tow truck owner have all denied wrongdoing. Their cases are pending.)<\/p>\n<p>Between the tow truck owner\u2019s fundraiser and the public matching funds it generated, Adams\u2019 campaign obtained $373,000. It was part of a dash for cash that played a key role in many of the investigations that came to overshadow his mayoralty, including the one that ultimately resulted in his indictment.<\/p>\n<p>Dash for Campaign Cash<\/p>\n<p>In 2021 Adams was able to obtain $10 million in public matching funds in a race where he ultimately prevailed by a mere 7,000 votes in the ranked-choice Democratic primary. The city Campaign Finance Board signed off on this huge public subsidy, but only after repeatedly raising questions about suspect donations that his campaign declined to answer.\u00a0<\/p>\n<p>Just 18 months into his tenure, those concerns spilled over into public view with the July 2023 <a href=\"https:\/\/manhattanda.org\/d-a-bragg-announces-indictments-in-major-campaign-finance-fraud-scheme\/\" rel=\"nofollow noopener\" target=\"_blank\">indictment<\/a> of another of the mayor\u2019s cronies, Dwayne Montgomery, a former NYPD deputy inspector Adams knew. Montgomery ultimately pleaded guilty to scaring up a score of illegal straw donations \u2014 big contributions funneled into small-dollar donations in order to qualify for public matching funds.\u00a0<\/p>\n<p>THE CITY soon <a href=\"https:\/\/www.thecity.nyc\/2023\/9\/13\/23872712\/eric-ulrich-buildings-commissioner-indicted\" rel=\"nofollow noopener\" target=\"_blank\">discovered<\/a> that during the 2021 runup, Adams\u2019 Asian community ambassador Greco had arranged big-ticket fundraisers that included straw donors such as restaurant workers and other low-wage earners who said they\u2019d been reimbursed by their boss for their \u201ccontribution\u201d or in some cases said they didn\u2019t know their names were being used.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/12\/121623_adams_chinese_assoc_dinner_2.jpg\" alt=\"Mayor Eric Adams and Asian affairs advisor Winnie Greco at the Chinese Business Association's Christmas gala at the Royal Queen in Flushing.\" class=\"wp-image-33121\"  \/>Mayor Eric Adams and Asian affairs advisor Winnie Greco at the Chinese Business Association\u2019s Christmas gala at the Royal Queen in Flushing, Dec. 16, 2023. Credit: April Xu for THE CITY<\/p>\n<p>After being tapped to join the Adams administration at a salary that would grow to nearly $205,000, Greco began to take advantage of her prominent post, THE CITY found. She landed her niece a job as the mayor\u2019s scheduler at an annual salary that grew to $137,000.<\/p>\n<p>A businessperson told THE CITY Greco requested a $10,000 donation to a nonprofit she oversaw as the cost of entry to a free event at Gracie Mansion featuring Adams. A former Adams campaign volunteer said Greco required him to perform unpaid renovation work at one of her two homes in The Bronx in exchange for securing a job in the administration.<\/p>\n<p>Greco resigned months after her homes were <a href=\"https:\/\/www.thecity.nyc\/2024\/02\/29\/winnie-greco-fbi-raid\/\" rel=\"nofollow noopener\" target=\"_blank\">raided by the FBI and DOI<\/a>, but she returned as a volunteer for Adams\u2019 2025 re-election bid. In August she offered the\u00a0 potato chip bag stuffed with cash to a reporter for THE CITY outside a campaign event in Harlem. The Brooklyn U.S. attorney\u2019s ongoing investigation includes the alleged potato chip bribe attempt and the earlier fundraising activities.\u00a0<\/p>\n<p>Saying \u201cI can see how this looks strange,\u201d Greco\u2019s lawyer maintained it was nothing more than an innocent expression of friendship and gratitude common in Chinese culture.<\/p>\n<p>Donors appeared to get good returns on their investments in Team Adams, according to prosecutors and reporting by THE CITY and other media outlets:\u00a0<\/p>\n<p>Migrant shelter contracts, including a deal arranged by a donor that netted him a $1.2 million referral fee. A billionaire Wall Street building owner <a href=\"https:\/\/www.thecity.nyc\/2024\/10\/11\/adams-real-estate-jesse-hamilton-commercial-leases\/\" rel=\"nofollow noopener\" target=\"_blank\">snagged a $60 million city lease<\/a>. The soundstage operator got the bike lane whacked.<\/p>\n<p>One hotel developer and Adams donor, Weihong Hu, was <a href=\"https:\/\/www.thecity.nyc\/2025\/02\/21\/eric-adams-fundraiser-weihong-hu-prosecutors\/\" rel=\"nofollow noopener\" target=\"_blank\">indicted in February<\/a> in an alleged kickback scheme that netted her business lucrative government-funded shelter contracts in exchange for millions in bribes paid to a nonprofit executive. THE CITY had previously reported that Hu and her family and associates were at the center of a <a href=\"https:\/\/www.thecity.nyc\/2024\/05\/23\/eric-adams-campaign-winnie-greco-benefits\/\" rel=\"nofollow noopener\" target=\"_blank\">straw donor scheme<\/a> in which they reimbursed <a href=\"https:\/\/www.thecity.nyc\/2024\/02\/01\/eric-adams-campaign-secret-donors\/\" rel=\"nofollow noopener\" target=\"_blank\">at least three Adams donors<\/a> for $2,000 contributions to his reelection effort.\u00a0<\/p>\n<p>Hu later called on some of Adams\u2019 closest allies to get city inspectors off her back and secure a <a href=\"https:\/\/www.thecity.nyc\/2024\/05\/23\/eric-adams-campaign-winnie-greco-benefits\/\" rel=\"nofollow noopener\" target=\"_blank\">break from zoning rules<\/a> to get around a requirement to build affordable units. The Campaign Finance Board is <a href=\"https:\/\/www.thecity.nyc\/2025\/04\/30\/eric-adams-campaign-finance-funds\/\" rel=\"nofollow noopener\" target=\"_blank\">continuing to investigate<\/a> Hu\u2019s role in fundraising for Adams.<\/p>\n<p>And when prosecutors <a href=\"https:\/\/www.thecity.nyc\/2024\/09\/26\/federal-prosecutor-eric-adams-bribery-foreign-nationals\/\" rel=\"nofollow noopener\" target=\"_blank\">unveiled<\/a> Adams\u2019 indictment on Sept. 26, 2024, they alleged he\u2019d accepted $120,000 in free airline upgrades from individuals tied to the Turkish government in exchange for resolving fire safety issues at the new consulate in Midtown and other Turkish government requests. It caught headlines, but the bigger prize was his solicitation and acceptance of illegal straw donations \u2014 including some financed by the Turkish government \u2014 that helped him gain crucial matching funds he aggressively sought during his 2021 run.\u00a0<\/p>\n<p>When the Turkish consulate asked Adams \u2014 then the Democratic nominee \u2014 to smooth out Fire Department resistance to approving a fire safety system for the consulate\u2019s new headquarters, prosecutors said he intervened with the then-FDNY commissioner who\u2019d asked Adams to keep him on. When Adams\u2019 aide told him the Turkish backers who\u2019d arranged the illegal donations made clear that he owed them, she said he responded, \u201cI know,\u201d prosecutors alleged.<\/p>\n<p>When he asked for more matching funds for his 2025 reelection bid, the Campaign Finance Board <a href=\"https:\/\/www.thecity.nyc\/2024\/12\/16\/eric-adams-denied-matching-funds\/\" rel=\"nofollow noopener\" target=\"_blank\">denied his request<\/a> and soon after <a href=\"https:\/\/www.thecity.nyc\/2024\/12\/20\/adams-campaign-finance-board-breach-10-million\/\" rel=\"nofollow noopener\" target=\"_blank\">warned him<\/a> it was considering clawing back the $10 million it had signed off on in 2021.<\/p>\n<p>A Scandalized Police Department<\/p>\n<p>About once every generation, the police department undergoes a monumental corruption scandal. Few of them directly involved the commissioner or other members of the department\u2019s brass, or former law enforcement officials granted sway over the department.\u00a0<\/p>\n<p>Adams, who rose to captain in a 22-year NYPD career, put hand-picked appointees in all these positions. Together, they established a kind of cowboy culture.\u00a0<\/p>\n<p>In it, internal misconduct charges against cops were summarily dropped, top brass engaged in a shoving match at the New York City Marathon finish line, sexual harassment charges emerged against ranking law enforcement officials, a top chief took to social media to berate officer holders he disagreed with, and policing turned more agressive through a special unit that engaged in latter-day stop-and-frisk tactics and high-speed car chase in which numerous people were injured, sometimes fatally.<\/p>\n<p>Edward Caban, the son of an old Adams police friend, was advanced by the mayor from a dead-end policing role in Brooklyn. The mayor put Pearson on the payroll of the nonprofit <a href=\"https:\/\/www.nytimes.com\/2022\/09\/30\/nyregion\/eric-adams-pearson-salary-nyc.html\" rel=\"nofollow noopener\" target=\"_blank\">Economic Development Corporation<\/a> \u2014 which allowed Pearson to continue collecting his NYPD pension.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/12\/040324_nypd_stats_caban_1.jpg\" alt=\"NYPD Commissioner Edward Caban speaks at 1 Police Plaza about crime statistics.\" class=\"wp-image-38741\"  \/>NYPD Commissioner Edward Caban speaks at 1 Police Plaza about crime statistics, April 3, 2024. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>In virtually every case, the appointments generated investigations of corruption, abuse of power, or outright brutishness.<\/p>\n<p>A racketeering lawsuit <a href=\"https:\/\/www.thecity.nyc\/2025\/07\/16\/nypd-donlon-lawsuit-adams-racketeering\/\" rel=\"nofollow noopener\" target=\"_blank\">filed earlier this year<\/a> by former interim Police Commissioner Thomas Donlon claimed that Adams\u2019 acolytes worked to amass power and prestige in what he described as \u201ca coordinated criminal conspiracy\u201d that included abuses involving promotions and appointments.<\/p>\n<p>\u00a0\u201cAdams empowered individuals with known histories of abuse and misconduct while dismantling the careers and credibility of those who spoke out,\u201d the suit charged.\u00a0<\/p>\n<p>A City Hall spokesperson dismissed the allegations as \u201cbaseless accusations from a disgruntled former employee.\u201d<\/p>\n<p>A week earlier, four ex-chiefs filed separate lawsuits alleging they were <a href=\"https:\/\/www.thecity.nyc\/2025\/07\/08\/former-nypd-chiefs-lawsuit-whistleblower\/\" rel=\"nofollow noopener\" target=\"_blank\">ousted for blowing the whistle<\/a> on the assignment and promotion of unqualified cronies to vital positions and other issues at the department.<\/p>\n<p>In January 2022, Adams named Caban the department\u2019s first deputy commissioner despite a history <a href=\"https:\/\/nypost.com\/2022\/05\/08\/top-nypd-official-edward-caban-once-involved-in-cheating-scandal-disciplinary-records-reveal\/\" rel=\"nofollow noopener\" target=\"_blank\">checkered with misconduct<\/a>. He then chose him as commissioner after his predecessor, Keechant Sewell, resigned in part because Banks, Pearson and other Adams cronies were undermining her authority.\u00a0<\/p>\n<p>Caban <a href=\"https:\/\/www.thecity.nyc\/2024\/09\/12\/nypd-commissioner-caban-resigns-federal-probes\/\" rel=\"nofollow noopener\" target=\"_blank\">resigned<\/a> in September 2024 after the feds confiscated his and his twin brother\u2019s cellphones.\u00a0<\/p>\n<p>They were reportedly <a href=\"https:\/\/www.nytimes.com\/2024\/09\/25\/nyregion\/nypd-commissioner-night-clubs.html\" rel=\"nofollow noopener\" target=\"_blank\">looking into allegations<\/a> that the brother, James Caban, who was terminated from the NYPD in 2001 for <a href=\"https:\/\/www.cityandstateny.com\/politics\/2023\/08\/good-cop-bad-cop-nypd-commissioners-twin-brother-was-kicked-police-force-jailed-being-negligent-landlord\/389155\/\" rel=\"nofollow noopener\" target=\"_blank\">threatening and wrongfully detaining<\/a> a cab driver, was shaking down nightclub owners in exchange for hands-off treatment by the police department.\u00a0<\/p>\n<p>One Brooklyn bar owner who felt unfairly targeted by enforcement from the local precinct <a href=\"https:\/\/www.nbcnewyork.com\/investigations\/brooklyn-bar-owner-alleges-shakedown-amid-nypd-nightlife-investigation-james-caban\/5791217\/\" rel=\"nofollow noopener\" target=\"_blank\">told NBC 4<\/a> in September 2024 that a City Hall aide close to Adams introduced him to James Caban, who asked him for $2,500 to bolster his relationship with the precinct.<\/p>\n<p>Attorneys for James Caban have denied he engaged in wrongdoing and attorneys for Edward Caban have said he\u2019s not a subject of the federal probe.<\/p>\n<p>One of Edward Caban\u2019s most notable feats as a largely hands-off commissioner was his <a href=\"https:\/\/www.thecity.nyc\/2024\/10\/15\/nypd-commissioner-edward-caban-penalty-sergeant-protestor\/\" rel=\"nofollow noopener\" target=\"_blank\">reduction or dismissal of penalties<\/a> in dozens of police misconduct cases, including for officers facing serious consequences. He also fired two respected watchdogs within the department who had bucked the NYPD\u2019s stances on <a href=\"https:\/\/www.thecity.nyc\/2023\/08\/22\/nypd-risk-pontillo-resign-car-chase\/\" rel=\"nofollow noopener\" target=\"_blank\">risk management<\/a> and <a href=\"https:\/\/www.thecity.nyc\/2025\/08\/07\/jeffrey-maddrey-amy-litwin-nypd\/\" rel=\"nofollow noopener\" target=\"_blank\">discipline<\/a>.<\/p>\n<p>When Jessica Tisch replaced Caban as commissioner in late 2024, she <a href=\"https:\/\/nypost.com\/2024\/12\/28\/us-news\/jessica-tisch-ousts-dozens-of-nypd-bosses-in-shocking-purge\/\" rel=\"nofollow noopener\" target=\"_blank\">overhauled<\/a> the department\u2019s Internal Affairs Bureau unit that investigates higher-ups, which multiple lawsuits have accused of running cover for those in power while targeting whistleblowers who brought legitimate concerns.\u00a0<\/p>\n<p>Under Caban was Chief of Department Jeffrey Maddrey, Adams\u2019 friend and the main axis of power at the department during much of the mayor\u2019s tenure, often relying on a trio of proteges \u2014 Kaz Daughtry, Tarik Sheppard and John Chell \u2014 who came with their own baggage.\u00a0<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/12\/032122_maddrey_2.jpg\" alt=\"\" class=\"wp-image-11479\"  \/>NYPD chief Jeffrey Maddrey attends a Bronx press conference with Mayor Eric Adams on the new Neighborhood Safety Teams, March 21, 2022. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>Daughtry jumped seven ranks to go from detective to assistant commissioner under Adams, while Sheppard rocketed up to serve as deputy commissioner of public information, a role in which he <a href=\"https:\/\/www.thecity.nyc\/2025\/07\/21\/thomas-donlon-nypd-defamation-eric-adams-misconduct\/\" rel=\"nofollow noopener\" target=\"_blank\">allegedly threatened to kill Donlon<\/a> during a <a href=\"https:\/\/nypost.com\/2024\/11\/04\/us-news\/photo-shows-diss-that-sparked-fight-between-nypd-commish-top-official-as-mayor-downplays-strife\/\" rel=\"nofollow noopener\" target=\"_blank\">scuffle<\/a> over a photo-op at the NYC Marathon. Sheppard has denied that claim.\u00a0<\/p>\n<p>Chell, as chief of patrol, ran an under-the-radar unit known as the Community Response Team that became known for its <a href=\"https:\/\/www.propublica.org\/article\/eric-adams-nypd-community-response-team-police-nyc-misconduct-transparency\" rel=\"nofollow noopener\" target=\"_blank\">aggressive policing<\/a> and its penchant for <a href=\"https:\/\/www.thecity.nyc\/2025\/10\/29\/nypd-chase-bill-tiffany-caban-amandas-law\/\" rel=\"nofollow noopener\" target=\"_blank\">dangerous<\/a> <a href=\"https:\/\/www.thecity.nyc\/2025\/01\/15\/nypd-jessica-tisch-police-car-chases\/\" rel=\"nofollow noopener\" target=\"_blank\">vehicle pursuits<\/a>. He ascended to the top uniformed posts under Adams despite a 2017 jury verdict in a civil lawsuit that found he had <a href=\"https:\/\/www.thecity.nyc\/2021\/04\/25\/brooklyn-nypd-cop-killed-womans-son-no-punishment\/\" rel=\"nofollow noopener\" target=\"_blank\">intentionally shot<\/a> \u2014 and killed \u2014 an unarmed driver in Brooklyn and a disciplinary record that included attempted <a href=\"https:\/\/www.thecity.nyc\/2025\/06\/12\/john-chell-nypd-disciplinary-records-fake-identity\/\" rel=\"nofollow noopener\" target=\"_blank\">federal tax evasion<\/a>.\u00a0\u00a0\u00a0<\/p>\n<p>Maddrey, like other high level Adams appointees, had early red flags in his career. He was charged with lying to IAB investigators about a <a href=\"https:\/\/nypost.com\/2016\/12\/13\/ex-cop-sues-nypd-after-affair-with-alleged-sex-fiend-chief\/\" rel=\"nofollow noopener\" target=\"_blank\">physical altercation<\/a> with an NYPD officer he was purportedly having an affair with, during which she allegedly pulled out a gun.<\/p>\n<p>The charges <a href=\"https:\/\/www.nydailynews.com\/2023\/05\/06\/internal-nypd-documents-shed-new-light-on-how-top-chief-jeffrey-maddrey-kept-his-job-after-fracas-with-woman\/\" rel=\"nofollow noopener\" target=\"_blank\">disappeared<\/a> under a plea deal that Maddrey\u2019s attorney negotiated with the department, according to the New York Daily News.\u00a0<\/p>\n<p>In late 2021, he came under scrutiny after THE CITY <a href=\"https:\/\/www.thecity.nyc\/2021\/11\/30\/nypd-brass-springs-ex-cop-after-arrest-allegedly-chasing-kids-gun\/\" rel=\"nofollow noopener\" target=\"_blank\">broke the news<\/a> that he had voided the arrest of a former police officer who was detained by police in Brownsville for allegedly chasing three teens with a gun.\u00a0<\/p>\n<p>A <a href=\"https:\/\/www.thecity.nyc\/2023\/03\/09\/nypd-police-jeffrey-maddrey-video\/\" rel=\"nofollow noopener\" target=\"_blank\">video investigation<\/a> by THE CITY later laid out Maddrey\u2019s direct intervention in getting the officer released.\u00a0<\/p>\n<p>Despite significant evidence of misconduct, Adams repeatedly defended Maddrey as a good person and policeman. \u201cPeople just adored him in Brooklyn North,\u201d he said in March 2023.\u00a0<\/p>\n<p>When Sewell moved to discipline Maddrey, Adams pressured her not to \u2014 which contributed to her decision to step down in mid-2023, a source familiar with her thinking <a href=\"https:\/\/www.thecity.nyc\/2023\/06\/29\/keechant-sewell-eric-adam-jeffrey-maddrey-nypd\/\" rel=\"nofollow noopener\" target=\"_blank\">told THE CITY<\/a>.\u00a0<\/p>\n<p>Caban then <a href=\"https:\/\/www.thecity.nyc\/2024\/08\/21\/nypd-chief-jeffrey-maddrey-caban\/\" rel=\"nofollow noopener\" target=\"_blank\">dismissed the misconduct charge<\/a> against Maddrey.\u00a0<\/p>\n<p>But his third major scandal would be his last.<\/p>\n<p>In December 2024, Lt. Quathisha Epps filed a federal complaint alleging that Maddrey had <a href=\"https:\/\/nypost.com\/2024\/12\/21\/us-news\/nypds-top-cop-jeffrey-maddrey-abruptly-resigns-after-allegedly-demanding-underling-perform-sexual-favors-in-exchange-for-overtime\/\" rel=\"nofollow noopener\" target=\"_blank\">coerced sexual favors from her<\/a> in exchange for overtime. Epps was paid over $200,000 in OT in fiscal 2024, city records show.<\/p>\n<p>Maddrey submitted for retirement a day after Epps filed her complaint but Tisch suspended him without pay a few weeks later after the FBI <a href=\"https:\/\/www.thecity.nyc\/2025\/01\/02\/jeffrey-maddrey-nypd-federal-raid-suspension\/\" rel=\"nofollow noopener\" target=\"_blank\">raided his home<\/a>.\u00a0<\/p>\n<p>Maddrey has <a href=\"https:\/\/www.cnn.com\/2024\/12\/28\/us\/jeffrey-maddrey-nypd-denial\" rel=\"nofollow noopener\" target=\"_blank\">denied<\/a> Epps\u2019 claims, saying they had a consensual office fling.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/12\/071723_tim_pearson_4.jpg\" alt=\"Tim Pearson attends NYPD commissioner Edward Caban's swearing-in ceremony outside the 40th Precinct in the South Bronx.\" class=\"wp-image-54012\"  \/>Tim Pearson attends NYPD commissioner Edward Caban\u2019s swearing-in ceremony outside the 40th Precinct in the South Bronx, July 17, 2023. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>Pearson, the mayor\u2019s longtime policing pal, was a chapter in himself. The mayor assigned him <a href=\"https:\/\/www.thecity.nyc\/2023\/10\/25\/timothy-tim-pearson-eric-adams-migrant-shelters-nypd-edc\/\" rel=\"nofollow noopener\" target=\"_blank\">an amorphous role<\/a> as senior advisor for public safety and COVID recovery in early 2022, but his impact was felt across multiple agencies \u2014 most notably at the NYPD.<\/p>\n<p>He also played a heavy role in the city\u2019s response to the sudden arrival of tens of thousands of migrants.<\/p>\n<p>In October 2023 <a href=\"https:\/\/www.thecity.nyc\/2023\/10\/18\/tim-pearson-eric-adams-migrant-shelter\/\" rel=\"nofollow noopener\" target=\"_blank\">he tried to barge into a migrant shelter in Manhattan and assaulted guards<\/a> who asked him for ID, according to a dozen statements from witnesses at the time.\u00a0<\/p>\n<p>A report by the city\u2019s Department of Investigation later found that Pearson committed misconduct and falsely claimed that guards had assaulted him \u2014 which led to their arrest by police.<\/p>\n<p>One of them <a href=\"https:\/\/www.thecity.nyc\/2024\/10\/07\/shelter-guards-sue-adams-tim-pearson\/\" rel=\"nofollow noopener\" target=\"_blank\">claimed<\/a> in a lawsuit that Pearson told her, \u201cBitch, do you know who I am?\u201d<\/p>\n<p>In March 2024, Pearson was the target of a suit by NYPD sergeant Roxanne Ludemann, who <a href=\"https:\/\/www.nydailynews.com\/2024\/03\/21\/top-nyc-mayor-adams-aide-timothy-pearson-accused-of-sex-harassment-by-ex-nypd-sergeant-lawsuit\/\" rel=\"nofollow noopener\" target=\"_blank\">claimed that Pearson touched her inappropriately<\/a>, made sexually suggestive comments and blocked her promotion after she declined to serve as his driver. <a href=\"https:\/\/www.nydailynews.com\/2024\/07\/30\/nypd-chief-marmara-blockbuster-lawsuit-includes-claims-of-sexual-misconduct-by-adams-adviser-tim-pearson\/\" rel=\"nofollow noopener\" target=\"_blank\">Three of her colleagues filed lawsuits<\/a> that backed Ludemann and claimed they were retaliated against by Pearson and NYPD higher-ups for speaking out.\u00a0<\/p>\n<p>Pearson has filed <a href=\"https:\/\/iapps.courts.state.ny.us\/nyscef\/ViewDocument?docIndex=UAD0RoUqHG6ud9uO44D1Ww==\" rel=\"nofollow noopener\" target=\"_blank\">court papers<\/a> denying the claims, and Adams stood by his friend unequivocally throughout the whole ordeal.\u00a0<\/p>\n<p>At various times he cited Pearson\u2019s service to the city as a police officer on 9\/11 and his history of being a good friend to Adams even in tough times.<\/p>\n<p>\u201cWhat I\u2019ve learned in life is that a good friend walks in the room when others walk out,\u201d Adams said in praise of Pearson amid the lawsuits. \u201cThose in law enforcement, particularly officers of color, would tell you he has walked in the room at some difficult times.\u201d<\/p>\n<p>In September 2024, just days after Adams was indicted by the feds, Pearson resigned following an FBI raid of his Long Island home, where investigators <a href=\"https:\/\/apnews.com\/article\/nyc-mayor-eric-adams-3613e485989f57a4c1eaf8643fe57cac\" rel=\"nofollow noopener\" target=\"_blank\">seized cellphones, documents and cash<\/a>, according to the Associated Press.<\/p>\n<p>His attorney has said there\u2019s no merit to misconduct allegations swirling around Pearson.<\/p>\n<p>\u2018Extremely Trustworthy\u2019<\/p>\n<p>Some of Adams\u2019 contributors and associates have faced serious consequences. They include Erden Arkan, a Turkish businessman who <a href=\"https:\/\/www.nbcnewyork.com\/news\/local\/crime-and-courts\/turkish-businessman-erden-arkan-guilty-eric-adams-corruption\/6084269\/\" rel=\"nofollow noopener\" target=\"_blank\">pleaded guilty<\/a> to arranging some of the illegal contributions to the 2021 campaign. Mohamed Bahi, a mayoral liaison to the Muslim community, pleaded guilty to <a href=\"https:\/\/www.thecity.nyc\/2025\/11\/18\/mohamed-bahi-eric-adams-straw-donors\/\" rel=\"nofollow noopener\" target=\"_blank\">choreographing straw donations<\/a> from a Brooklyn contractor with ties to the Uzbekistan government.\u00a0<\/p>\n<p>Another Adams community liaison, Rana Abasova, was fired from City Hall after it emerged she was the main conduit between his campaign and the Turkish government in the fundraising scheme sketched out by prosecutors.<\/p>\n<p>But Adams \u2014 thanks to President Trump \u2014 skated. With his attorney ridiculing the indictment as \u201cthe airline upgrade case,\u201d Adams got the Department of Justice to <a href=\"https:\/\/www.thecity.nyc\/2025\/02\/10\/trump-eric-adams-donald\/\" rel=\"nofollow noopener\" target=\"_blank\">move to dismiss<\/a> the case \u2014 in exchange, an official said, for his cooperation on the administration\u2019s immigration crackdown.
