proposed redesign of New York City\u2019s freight transportation network would add miles of new truck routes to Staten Island.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3KGIZEB6UFB2PLWFWCWEYOC7PQ\">In late November, the New York City Department of Transportation released <a href=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/truck-network-redesign-report.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/truck-network-redesign-report.pdf\">a proposed truck route network redesign<\/a>, which would add several miles of new truck routes to the borough. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MKJUQ3EYS5D4VHCR3PIPWPFHR4\">The proposed redesign, according to the DOT report, \u201cbalances freight movement with community well-being\u201d by adjusting the city\u2019s truck routes, which have remained largely unchanged since the 1970s.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3B4JMJCKO5AKBAUBQ3KB54JVBU\">However, some say that the additional truck route miles would bring with them a host of issues, including increased congestion and air quality concerns in nearby areas.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2GLSRWWWSZDVXCALP2CNRX3DFI\">\u201cWe were hoping for a consolidation of truck routes to ultimately see fewer trucks in local streets and away from residential areas,\u201d said Kevin Garcia, senior transportation planner for the nonprofit group New York City Environmental Justice Alliance.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"G4WBHO7DQRG3ZNVXQ3WIZCJHEU\">\u201cWe are worried that by permitting trucks onto more roads, we\u2019re going to see increases in truck traffic and air pollution,\u201d Garcia continued, also pointing out that Staten Island was the only borough which didn\u2019t have any truck route miles removed in the proposed plan. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ATBR7P27IRHCZMCMYPWH5TLXEM\">In total, the new network would add approximately 14 miles of both through truck routes and local truck routes in the borough. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TAWST3XBING3ZEAFWO47FPIOW4\">These additions, according to the DOT proposal, focus on \u201cimproving regional connectivity and reducing truck impacts on residential streets,\u201d while trying to provide direct routes to support industrial development.<\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" class=\"article__paragraph article__paragraph--left\" id=\"TVPLDNZLWBCZXBZA2ENYHFPRBA\">The bulk of the mileage for Staten Island\u2019s truck network would be on the Korean War Veterans Parkway, from the Outerbridge Crossing to Richmond Avenue, which would be designated a truck route under the proposal. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EVKTCI5PDZHSXDYTCHJC7BOYSQ\">According to the DOT report, this represents just under 75% of the additional truck miles on Staten Island, \u201callowing trucks to avoid using local residential streets.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IZDTUPKTNFB5HLTP3PZ7LXK6IM\">To add a <a href=\"https:\/\/www.nyc.gov\/html\/dot\/html\/motorist\/parkway-restrictions.shtml\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nyc.gov\/html\/dot\/html\/motorist\/parkway-restrictions.shtml\">parkway \u2014 which restricts truck traffic \u2014<\/a> to the city\u2019s truck route network, legislation needs to be passed in Albany to make the change, the DOT report stated.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XW6AFBUWHVBBFP6ISBQRTDYR6E\">Beyond the Korean War Veterans Parkway, a portion of Veterans Road West near the Bricktown Shopping Center in Charleston and West Service Road in Travis would also get truck route designation.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"A4AEEM7MS5DU5BOCZWOGNP5KLA\">These routes, according to the DOT, would extend existing truck routes to on- and off-ramps of the West Shore Expressway. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KLFLBR252VGZHAAPZQT64DYZE4\">The final \u2014 and smallest \u2014 addition would be the Hannah Street Bridge over the Staten Island Railway, which would connect truck routes on Bay Street and Front Street.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2ZTIZMOMINCKXGJKA6VPQTBRZA\">Aside from the Hannah Street addition in Tompkinsville, the majority of new truck route miles would be found on the borough\u2019s West and South shores, which would serve the growing concentration of commercial space and industrial use in those areas.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JH4M4NBILVF5DDEFFLJTML3T44\">The proposed truck network changes will follow <a href=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/rulemaking-process-flowchart.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/rulemaking-process-flowchart.pdf\">the DOT rulemaking process and timeline<\/a> before being implemented, as <a href=\"https:\/\/nyc.streetsblog.org\/2025\/12\/11\/more-truck-routes-are-coming-to-a-street-near-you\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/nyc.streetsblog.org\/2025\/12\/11\/more-truck-routes-are-coming-to-a-street-near-you\">reported by Streetsblog NYC<\/a>.<\/p>\n<p>Increase in freight activity predicted<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QQKQPQRNKFHHHMS43AU2GZ6GM4\">The report acknowledged that there is a growing demand for freight movement and e-commerce deliveries in New York City and named two Staten Island projects \u2014 <a href=\"https:\/\/www.silive.com\/business\/2025\/07\/massive-staten-island-warehouse-project-slated-to-open-in-2025.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/business\/2025\/07\/massive-staten-island-warehouse-project-slated-to-open-in-2025.html\">One Nassau Place<\/a> in Richmond Valley and <a href=\"https:\/\/www.silive.com\/news\/2025\/09\/massive-staten-island-industrial-warehouse-adds-136000-square-feet-29-loading-docks-to-arthur-kill-road.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/09\/massive-staten-island-industrial-warehouse-adds-136000-square-feet-29-loading-docks-to-arthur-kill-road.html\">2807 Arthur Kill Road<\/a> in Rossville \u2014 as some of the newest major warehouse properties in the five boroughs.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FGQZUQU4SFDRJBBNLT7TE4EVDU\">According to the truck network report, the DOT projected that freight activity on Staten Island\u2019s West Shore will increase by up to 50%, <a href=\"https:\/\/www.silive.com\/news\/2025\/10\/4-major-industrial-projects-to-transform-arthur-kill-road-what-staten-islanders-need-to-know.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/10\/4-major-industrial-projects-to-transform-arthur-kill-road-what-staten-islanders-need-to-know.html\">primarily driven by these and other commercial developments in the area<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OZBALFDW45ALFHXFPIBYZCZZQE\">The handful of projects along the same 2.7-mile stretch of Arthur Kill Road, which already <a href=\"https:\/\/www.silive.com\/news\/2025\/10\/massive-projects-planned-for-arthur-kill-rd-see-how-trucks-already-clog-this-narrow-strip-on-staten-island.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/10\/massive-projects-planned-for-arthur-kill-rd-see-how-trucks-already-clog-this-narrow-strip-on-staten-island.html\">sees heavy industrial traffic<\/a>, will add an additional 1.4 million square feet of warehouses and vehicle storage. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6D5YTIOL2NGKPFDZHFBOC2X3PU\">One of the projects in particular would bring a <a href=\"https:\/\/www.silive.com\/news\/2025\/09\/staten-islanders-pack-meeting-about-trucking-terminal-coming-to-borough-pronounce-this-project-has-to-be-stopped.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/09\/staten-islanders-pack-meeting-about-trucking-terminal-coming-to-borough-pronounce-this-project-has-to-be-stopped.html\">16-acre trucking terminal with space for 184 tractor trailers<\/a> to Charleston.
