{"id":84053,"date":"2025-12-29T22:47:07","date_gmt":"2025-12-29T22:47:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/84053\/"},"modified":"2025-12-29T22:47:07","modified_gmt":"2025-12-29T22:47:07","slug":"adams-admin-launches-final-push-to-ensure-elizabeth-st-garden-housing-project-is-dead","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/84053\/","title":{"rendered":"Adams admin launches final push to ensure Elizabeth St. Garden housing project is dead"},"content":{"rendered":"<p>Mayor Adams\u2019 outgoing administration has offered to let a group of developers build an affordable apartment complex on a city-owned plot in Manhattan, but there\u2019s a catch related to <a href=\"https:\/\/www.nydailynews.com\/2025\/04\/25\/deputy-mayor-randy-mastro-elizabeth-st-garden-pause-aligns-with-agenda-of-key-allies-celebs\/\" rel=\"nofollow noopener\" target=\"_blank\">the Elizabeth St. Garden<\/a>, where the outgoing mayor\u2019s team is trying fervently to block a housing project.<\/p>\n<p>The development group, comprising Pennrose Properties, Habitat for Humanity and RiseBoro, was selected years ago to carry out \u201cHaven Green,\u201d a project that involves building 123 affordable apartments for senior citizens on the site of Nolita\u2019s city government-owned Elizabeth St. Garden.<\/p>\n<p>Adams used to be a big supporter of Haven Green. But after Randy Mastro, who <a href=\"https:\/\/www.nydailynews.com\/2025\/04\/25\/deputy-mayor-randy-mastro-elizabeth-st-garden-pause-aligns-with-agenda-of-key-allies-celebs\/\" rel=\"nofollow noopener\" target=\"_blank\">has ties<\/a> to Haven Green opponents, became his first deputy mayor in spring 2025, Adams <a href=\"https:\/\/www.nydailynews.com\/2025\/06\/23\/adams-saves-elizabeth-street-garden-kills-housing-plan\/\" rel=\"nofollow noopener\" target=\"_blank\">reversed himself<\/a> and announced he opposed the redevelopment of the Elizabeth St. Garden.<\/p>\n<p>Adams\u2019 newfound opposition culminated in his administration last month <a href=\"https:\/\/gothamist.com\/news\/mayor-adams-aims-to-save-elizabeth-street-garden-by-making-it-official-nyc-park\" rel=\"nofollow noopener\" target=\"_blank\">designating<\/a> the garden as \u201cparkland,\u201d a move that makes construction on the plot much more difficult.<\/p>\n<p>The developers struck back, however, filing a lawsuit that alleged the move amounted to an illegal ploy by the mayor and Mastro to derail affordable housing on behalf of the garden\u2019s well-connected supporters.<\/p>\n<p>Then, in a Friday letter to the developers who brought the lawsuit, Mastro made an offer.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" lazyautosizes lazyload\" alt=\"First Deputy Mayor Randy Mastro.\" width=\"5000\" data- src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/12\/TNY-Adams-Presser-Williams-5170.jpg\" data-attachment-id=\"8483117\" \/>First Deputy Mayor Randy Mastro. (Barry Williams \/ New York Daily News)<\/p>\n<p>Mastro\u2019s letter, provided to the Daily News and first reported by <a href=\"https:\/\/www.amny.com\/news\/adams-agreement-elizabeth-street-garden\/\" rel=\"nofollow noopener\" target=\"_blank\">amNewYork<\/a>, says Adams\u2019 administration is willing to let the developers build a version of the Haven Green project at 22 Suffolk St. on Manhattan\u2019s Lower East Side, a different city government-owned plot.<\/p>\n<p>However, Mastro wrote that the administration is only willing to let the crew of developers get that site if they first agree to drop their Elizabeth St. Garden lawsuit. Mastro wrote they must move to drop the suit by \u201cno later than\u201d noon this Wednesday, Adams\u2019 final day in office.<\/p>\n<p>\u201cAbsent such confirmation by then, the Administration would be compelled to direct [the Department of Housing Preservation and Development] to revoke and terminate your selection as the approved entity to develop the Suffolk Street Site and authorization in accordance with the terms and conditions of the Site Authorization Letter, thereby discontinuing further advancement of the project with your team and instead seeking another partner to develop affordable housing on the Suffolk Street Site,\u201d Mastro\u2019s missive said.<\/p>\n<p>Attorneys for the developers didn\u2019t immediately return requests for comment Monday on Mastro\u2019s proposal.<\/p>\n<p>In his letter, Mastro noted the developers are expected to be able to build even more 100% affordable apartments at the 22 Suffolk St. plot than they could have at the Elizabeth St. Garden. But unlike the Elizabeth St. Garden, where shovels could hit the ground immediately, the 22 Suffolk St. site will need to go through the city\u2019s land use process, which can take years, before development can begin.<\/p>\n<p>The 22 Suffolk St. plot was once earmarked for the development of a new public school, and The News <a href=\"https:\/\/www.nydailynews.com\/2025\/05\/13\/amid-bid-to-save-elizabeth-st-garden-adams-aide-randy-mastro-finds-a-plan-b-for-housing\/\" rel=\"nofollow noopener\" target=\"_blank\">first reported in May 2025<\/a> that Mastro was eyeing it as a plan B option as he sought to find ways to derail the Elizabeth St. Garden redevelopment.<\/p>\n<p>Opponents of the Elizabeth St. Garden redevelopment, including <a href=\"https:\/\/www.nydailynews.com\/2025\/04\/25\/deputy-mayor-randy-mastro-elizabeth-st-garden-pause-aligns-with-agenda-of-key-allies-celebs\/\" rel=\"nofollow noopener\" target=\"_blank\">celebrities<\/a> like Robert De Niro and Patti Smith, say it would ruin a cherished green space. Supporters of the development have noted that the Haven Green project would still leave some of the garden intact, while making room for much-needed senior housing in a neighborhood that has produced little of it in recent decades.<\/p>\n<p>Adams\u2019 successor, Mayor-elect Zohran Mamdani, said on the campaign trail he wanted to reverse his predecessor\u2019s move and resurrect the Elizabeth St. Garden development. But after the parkland designation last month, Mamdani said that plan has become \u201c<a href=\"https:\/\/www.nydailynews.com\/2025\/11\/13\/mamdani-rips-mayor-adams-for-making-elizabeth-st-garden-housing-project-nearly-impossible\/\" rel=\"nofollow noopener\" target=\"_blank\">nearly impossible<\/a>.\u201d<\/p>\n<p>If Mastro persuades the developers to drop their suit, Mamdani\u2019s administration would likely have an even harder time trying to bring back the Elizabeth St. Garden project.<\/p>\n<p>In addition to the letter to the developers, Adams\u2019 office on Monday released the parkland designation agreement his administration has entered into with the Elizabeth St. Garden\u2019s operators.<\/p>\n<p>Under that agreement, the operator, <a href=\"https:\/\/www.elizabethstreetgarden.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Elizabeth Street Garden Inc.<\/a>, will need to pay off $100,000 in back rent it owes the city over the course of 10 years.<\/p>\n<p>The nonprofit will also be allowed to keep operating the garden, but it won\u2019t need to pay the city any new rent, as the plot now technically would be under the purview of the city Parks Department.
