MINNEAPOLIS, Minn. \u2014 The Quality \u201cLearing\u201d Center Minneapolis, a purported day care flagged in a viral video designed to expose fraud,<\/a> may have been bustling with kids Monday, but it is typically such a ghost town that it appeared closed, a local told The Post.<\/p>\n

The resident called the kiddie scene at the site Monday \u2014 a few days after explosive footage called it out and suggested it was part of widespread state fraud \u2014 \u201chighly unusual.<\/p>\n

\u201cWe\u2019ve never seen kids go in there until today. That parking lot is empty all the time, and I was under the impression that place is permanently closed,\u201d the person said.<\/p>\n

Monday\u2019s busy parking lot and the roughly 20 kids streaming in and out as The Post staked it out was in stark contrast to the neighbor\u2019s description and YouTuber Nick Shirley\u2019s video<\/a> showing what appeared to be a facility that wasn\u2019t in use.<\/p>\n

\u201cYou do realize there\u2019s supposed to be 99 children here in this building, and there\u2019s no one here?\u201d Shirley asked the person answering the door to the site in his clip, which was posted online Friday.<\/p>\n

No children appeared to be at the center at the time. The facility says its hours are Monday to Thursday, 2 to 10 p.m.<\/p>\n

Ibrahim Ali, the son of the owner who said he was the manager, claimed to The Post on Monday that Shirley\u2019s visit came before they opened for the day.<\/p>\n

\u201cDo you go to a coffee shop at 11 p.m. and say, \u2018Hey, they\u2019re not working?\u2019 \u201d Ali argued to The Post.<\/p>\n

He also blamed a graphic designer for the site\u2019s now-infamous typo on its sign.<\/p>\n

\u201cWhat I understand is [the owners] dealt with a graphic designer. He did it incorrectly. I guess they didn\u2019t think it was a big issue,\u201d said Ali, 26, who claimed he helps out with homework and paperwork at the facility.<\/p>\n

\u201cThat\u2019s gonna be fixed,\u201d he said of the sign.<\/p>\n

Shirley released his video amid a massive scandal involving Minnesota\u2019s taxpayer-funded social services,<\/a> including day cares.<\/p>\n

The up to $9 billion alleged scam purportedly involved businesses lying about providing services for needy people to rake in millions of dollars in government funding.<\/p>\n

Quality Learning has not been publicly named as one of the businesses suspected by the feds in their burgeoning probe.<\/p>\n

\u201cWe don\u2019t have fraud. That\u2019s a lie,\u201d she said, adding, \u201cI don\u2019t want to talk to you. I want to talk to my lawyer.\u201d<\/p>\n

Outside the center, another worker took out his smartphone to record a Post reporter who was asking him questions about the situation.<\/p>\n

ICE agents paid a visit to ABC Learning Center \u2014 several miles away from Quality \u201cLearing\u201d Center \u2014 Monday morning as part of the large-scale investigation into the widespread alleged fraud, which reportedly mainly involves members of the state\u2019s Somali immigrant community.<\/p>\n

\u201cThey wanted two months of attendance [records], we gave them two months of attendance,\u201d Ahmed Hasan, director of ABC Learning Center, told The Post.<\/p>\n

He said the agents said they were going to check if everything was correct.<\/p>\n

Hasan told The Post they were \u201cscared to open the door\u201d when Shirley and his crew also came knocking at his center.<\/p>\n

\u201cThat time ICE was coming for the Somali community. We were scared to open the door,\u201d he said.<\/p>\n

\u201cThey come with eight people. Five of them had masks. We thought they were ICE.\u201d<\/p>\n
