Come midnight, his single term will come to a close as Zohran Mamdani is sworn in as the city\u2019s next mayor.<\/p>\n<p>But don\u2019t expect it to be a slow last day. Adams hasn\u2019t ruled out making a flurry of last minute vetoes on his way out the door. Adams\u2019 opposition has been in the forecast \u2013 City Hall stood against a <a href=\"https:\/\/www.cityandstateny.com\/policy\/2025\/12\/city-council-passes-several-controversial-housing-bills-setting-potential-veto-battle\/410282\/?oref=csny-author-river\" rel=\"nofollow noopener\" target=\"_blank\">handful of hotly contested housing measures<\/a> passed by the City Council at its final meeting of the year. (The Daily News reported last week that the mayor <a href=\"https:\/\/www.nydailynews.com\/2025\/12\/26\/mayor-adams-veto-more-nyc-council-bills-key-issues\/\" target=\"_blank\" rel=\"nofollow noopener\">could veto 20 or more bills<\/a>.)\u00a0<\/p>\n<p>That could put the next City Council in a tricky spot. Presumptive City Council Speaker Julie Menin would have roughly a month to organize override votes \u2013 but it\u2019s not yet clear which bills would have the required support from two-thirds of the council\u2019s 51 members, or from Menin herself.<\/p>\n<p>Adams is considering convening another charter revision commission on his final day, several sources told City &amp; State, with a plan to introduce a ballot proposal to implement open primaries in city elections. News of the potential commission <a href=\"https:\/\/nypost.com\/2025\/12\/30\/us-news\/eric-adams-wants-nyc-commission-to-reshape-primaries-sanctuary-status-and-mamdani-may-not-be-able-to-stop-it-sources\/\" target=\"_blank\" rel=\"nofollow noopener\">was first reported by the<\/a> New York Post.<\/p>\n<p>This would be the third such panel convened by Adams as mayor. The most recent, which put a handful of housing-related proposals on the November ballot, <a href=\"https:\/\/www.cityandstateny.com\/politics\/2025\/04\/nyc-charter-revision-commission-seriously-considering-election-reforms\/404426\/\" rel=\"nofollow noopener\" target=\"_blank\">initially weighed<\/a> putting a measure before voters that would open up the city\u2019s closed primary system to allow all voters to participate. The proposal was <a href=\"https:\/\/www.nytimes.com\/2025\/07\/16\/nyregion\/new-york-open-primary-elections.html\" target=\"_blank\" rel=\"nofollow noopener\">ultimately rescinded<\/a> in July given the lack of consensus.<\/p>\n<p>Adams leaves behind <a href=\"https:\/\/www.cityandstateny.com\/politics\/2025\/10\/eric-adams-flawed-unforgettable-one-term-mayor\/408567\/?oref=ng-author-river\" rel=\"nofollow noopener\" target=\"_blank\">a complicated legacy.<\/a> It\u2019s one likely to be forever entwined with the steady drumbeat of corruption investigations and charges that rattled his administration \u2013 involving both himself, the first modern New York City mayor to be indicted, and several of the longtime friends that initially surrounded him at City Hall.\u00a0<\/p>\n<p>Challenges were steep. Adams took office amid the COVID-19 pandemic. His administration confronted a major humanitarian crisis, navigating the arrival of over 200,000 migrants with only scant assistance from the federal government. And while scandal loomed large over his tenure \u2013 public outrage growing as Adams cozied up with the Trump administration in what critics argued was tied to the dismissal of his five-count indictment \u2013 progress was made on some of the city\u2019s most intractable issues. Major crime dropped from when Adams took office. The city has revolutionized how it manages its garbage. <a href=\"https:\/\/www.cityandstateny.com\/policy\/2024\/12\/city-yes-legacy-victory-eric-adams-and-he-risked-pissing-his-voter-base-do-it\/401487\/\" rel=\"nofollow noopener\" target=\"_blank\">Strides on affordable housing<\/a> have been made. Adams came back from Albany <a href=\"https:\/\/www.cityandstateny.com\/politics\/2024\/04\/was-finally-eric-adams-year-albany\/395968\/\" rel=\"nofollow noopener\" target=\"_blank\">with some big wins.<\/a><\/p>\n<p>\u201cWhen the dust settles on this administration, people will look back and they will say I didn&#8217;t agree with Eric on this or that, but he did what he came to do,\u201d said Diane Savino, a senior advisor to Adams and former state senator \u2013 citing the drop in crime, bolstered opportunities for working families, expanded child care and the housing ballot proposals as examples. \u201cZohran Mamdani is some day going to send us a thank you card.\u201d<\/p>\n<p>And Thursday, his first day as a private citizen? Following weeks of doubt, Adams at least plans to be in attendance for his successor\u2019s New Year\u2019s Day inauguration. \u201cWe communicated this afternoon, and he made it clear that he would like for me to attend,\u201d Adams said during a radio interview Tuesday. \u201cI would like to be there to show the smooth, peaceful transition of power.
