Wind chill values will be between 15 and 20 degrees. A northwest wind is still whipping through the area at around 14 to 17 mph, with some gusts as high as 31 mph. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NHJPHJWJOVDXJJS3ZWUJBNGM2Y\">By Thursday night, Staten Islanders can expect mostly cloudy skies with a low of around 19 degrees, according to forecasters. Wind chill values will be between 10 and 15 mph.
