can bring rents down \u2014 with this effective blueprint"},"content":{"rendered":"<p id=\"block-e8613693-fa59-4d5b-8c54-e64862f2aac3\">In his inaugural address Thursday, Mayor Zohran <a href=\"https:\/\/nypost.com\/2026\/01\/01\/us-news\/zohran-mamdani-defiantly-vows-to-stick-to-socialist-agenda-in-fiery-inauguration-speech\/\" rel=\"nofollow noopener\" target=\"_blank\">Mamdani promised<\/a> that his administration \u201cwill strive each day to ensure that no New Yorker is priced out of any \u00a0. . . basic necessities.\u201d<\/p>\n<p id=\"block-af2e1963-f4f3-4303-9bac-a1fe7a5f1a2a\">How he\u2019ll actually pull that off remains a mystery.<\/p>\n<p>Last week, a\u00a0<a href=\"https:\/\/nypost.com\/2025\/12\/29\/us-news\/new-york-magazine-writer-stumps-zohran-mamdani-aides-with-cost-of-living-question\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">journalist with New York magazine asked<\/a>\u00a0Mamdani to give an example of a city that had successfully lowered its cost of living \u2014 and got crickets in response.<\/p>\n<p id=\"block-c803aa70-efce-40f1-a4a2-16112a28e5a8\">(\u201cNone sprang to mind,\u201d as the reporter tactfully phrased it.)<\/p>\n<p id=\"block-f0dfad19-8140-4887-9f1f-f28093ad5409\">It\u2019s striking that a candidate who ran <a href=\"https:\/\/nypost.com\/2025\/10\/07\/us-news\/mamdani-still-mum-on-affordable-housing-ballot-proposals\/\" rel=\"nofollow noopener\" target=\"_blank\">almost entirely on affordability<\/a> can\u2019t offer a single model to emulate.<\/p>\n<p id=\"block-d5378902-7925-433b-901d-f88e621c828f\">But let\u2019s give our new mayor the benefit of the doubt: Greater housing affordability is within reach \u2014 if he follows the right examples.<\/p>\n<p id=\"block-1be1be33-f8a9-4006-bd0a-773acc49934e\">Lowering rents happens via two fundamental paths.<\/p>\n<p id=\"block-beb6480f-bbde-4aa2-92eb-b3bfc98f2f2c\">A city can reduce demand by becoming a less attractive place to live, or it can increase housing supply by making new construction financially viable.<\/p>\n<p id=\"block-01efa00b-920b-44c9-bcad-0aa7e8639ad6\">The first approach is the policy equivalent of cutting one\u2019s nose to spite one\u2019s face.<\/p>\n<p id=\"block-4c7805c7-4bf1-4804-b23c-d2673522e351\">It happened before, when decades of fiscal irresponsibility led to New York City\u2019s <a href=\"https:\/\/nypost.com\/2015\/04\/02\/gotham-nightmare-the-day-nyc-nearly-went-bottom-up\/\" rel=\"nofollow noopener\" target=\"_blank\">effective bankruptcy<\/a> in 1975 and painful cuts to services, including the NYPD.<\/p>\n<p id=\"block-c7d6b88d-e34a-4d97-bc97-e5389b887b8e\">Rents were within reach because few people wanted to live in a city in such distress.<\/p>\n<p id=\"block-255c0293-22b1-4b33-baac-2e9023fccaaf\">Today, NYC\u2019s housing affordability challenges are largely the result of policy choices that <a href=\"https:\/\/nypost.com\/2025\/12\/23\/real-estate\/rebny-report-claims-nyc-housing-construction-falling-short\/\" rel=\"nofollow noopener\" target=\"_blank\">make construction more difficult<\/a> and expensive than necessary.<\/p>\n<p id=\"block-3cb6f56c-b783-49cd-b9b6-e25e1247ac02\">But good news: Many American cities have made tangible progress in lowering rents.<\/p>\n<p id=\"block-89eeef41-20ef-4e5d-afad-2c579a98494a\">They\u2019ve done so by loosening zoning and other land-use restrictions governing private housing construction.<\/p>\n<p id=\"block-58863c1e-850a-40fc-8478-14944f352ee5\">Consider Austin, Texas, the bluest big city in the red Lone Star State.<\/p>\n<p id=\"block-d504ccc2-9af2-486e-b1a3-7ec2907cfe04\">In the wake of the COVID pandemic, Austin experienced an extraordinary <a href=\"https:\/\/nypost.com\/2021\/12\/27\/why-new-yorkers-are-fleeing-to-texas-and-florida\/\" rel=\"nofollow noopener\" target=\"_blank\">demand surge<\/a> as workers and firms relocated from high-cost coastal areas.<\/p>\n<p id=\"block-2fb67b97-24b1-4f88-ad38-2d0e30f26be0\">Rents began rising rapidly across the city and its surrounding suburbs.<\/p>\n<p id=\"block-a9108145-3212-4355-b15b-fae62579c9e5\">Rather than deny the problem or attempt to regulate it through rent controls, Austin responded by loosening long-standing constraints on housing supply.<\/p>\n<p id=\"block-8defa375-11f5-4d42-9d0b-46a11e39bf8c\">Starting in 2023, the City Council revised its zoning code to eliminate parking minimums, permit up to three-family homes on lots previously restricted to single-family use, and reduce minimum lot sizes.<\/p>\n<p id=\"block-a79aac52-38f5-4aa9-930a-57599c2a2a57\">As a result, Austin added housing newsletter!\t\t\t\t\t\t<\/p>\n<p>\t\t\t\t\t\tThanks for signing up!\n\t\t\t\t<\/p>\n<p id=\"block-2da51bfb-ff9e-4092-aace-c4eb22b4ddcb\">In 2025, it built 15,000 units within the city limits and 26,700 in the metro area, including large numbers of two- and three-family homes in neighborhoods that were previously zoned for single-family units.<\/p>\n<p id=\"block-a4596d73-a75a-4de9-aba7-7b3cfb449e02\">Compare that to New York City, which normally builds roughly 25,000 units per year, despite having a population about eight times larger than Austin\u2019s.<\/p>\n<p id=\"block-9e0ad554-32cc-4fba-a8d0-8115cb326df5\">Since peaking in the summer of 2023, Austin rents <a href=\"https:\/\/nypost.com\/2025\/02\/27\/real-estate\/austin-is-seeing-the-biggest-decline-in-rents-in-the-us\/\" rel=\"nofollow noopener\" target=\"_blank\">have fallen<\/a> by more than 22%.<\/p>\n<p id=\"block-7685ec7c-8b53-4ac6-82bc-03ac73c401ab\">Even in the most competitive segments of the market \u2014 studio through two-bedroom units \u2014 rents have dropped 6.6% since November 2024.<\/p>\n<p id=\"block-7088961f-298a-4cc8-8fed-96ecacac508f\">Now Austin is the nation\u2019s most affordable rental market, according to Realtor.com.<\/p>\n<p id=\"block-c12688c6-a5fc-4ab3-af99-49cbfafd5c4a\">Austin isn\u2019t alone in achieving affordability: Sarasota, Fla. saw average rents fall by nearly 43% from January 2024 to January 2025, after taking similar steps to promote housing supply.<\/p>\n<p id=\"block-b8105532-328d-40cf-8421-0b3c95920766\">Rent controls, by contrast, have a consistent history of distorting housing markets and discouraging more supply.<\/p>\n<p id=\"block-698a1fd7-95fb-4a2d-8b1b-b4a2889dc07d\">Gotham\u2019s rent-stabilized housing stock is rapidly deteriorating and at <a href=\"https:\/\/nypost.com\/2025\/12\/01\/real-estate\/nyc-landlords-need-1b-to-avoid-default-under-mamdani\/\" rel=\"nofollow noopener\" target=\"_blank\">increasing risk of default<\/a> or bankruptcy as costs <a href=\"https:\/\/nypost.com\/2025\/11\/20\/real-estate\/nycs-rent-stabilized-units-have-seen-insurance-costs-soar\/\" rel=\"nofollow noopener\" target=\"_blank\">outpace allowable rent increases<\/a>.<\/p>\n<p id=\"block-c00d9f65-07f3-4567-b39f-abff161924b6\">It\u2019s basic economics: When more housing is built, residents have more options \u2014 and landlords must compete for tenants, placing downward pressure on rents.<\/p>\n<p id=\"block-454c2188-4dbd-45ee-97aa-6814a6774435\">New York could achieve similar results.<\/p>\n<p id=\"block-6c842c02-7e6b-4951-9d46-f91fea7aa53a\">The city has no shortage of capital or developers willing to build.<\/p>\n<p id=\"block-dfca5656-a0b3-4057-9813-af73ca899ee6\">The question is whether Mayor Mamdani will encourage the private sector to help him achieve the affordability he seeks.<\/p>\n<p id=\"block-279d5a12-de59-4a02-a348-8c650cad88f6\">In a recent Manhattan Institute paper, my colleague Eric Kober outlined a series of pro-supply steps compatible with Mamdani\u2019s democratic-socialist worldview.<\/p>\n<p id=\"block-e1783815-c92d-4205-b8e8-a70d5b0eea8a\">These include further repeals of off-street parking requirements, allowing redevelopment for sites now used exclusively for retail, leveraging the mayor\u2019s new powers under the recently passed charter revisions to map higher-density R5D zones, and more.<\/p>\n<p id=\"block-3df51b5f-14fe-49e8-9131-a55f9564feb2\">State law also requires years-long, enormously expensive environmental reviews for local discretionary actions like zoning changes \u2014 even though residential rezonings rarely produce novel environmental impacts.<\/p>\n<p id=\"block-e18f0b93-eab7-4b37-be8c-0c9d4f3c0912\">Mamdani should urge his former colleagues in Albany to exempt residential rezonings in the city from environmental review.<\/p>\n<p id=\"block-63966e5b-65b2-411a-b3bc-d0d973a37e9f\">These moves would create greater certainty and lower development costs, spurring housing growth that can help New York achieve results like Austin\u2019s.<\/p>\n<p id=\"block-945e6e73-1e0f-4113-b0b4-41cfbe204ba3\">In his inauguration address, Mamdani vowed to govern \u201cexpansively and audaciously.\u201d<\/p>\n<p id=\"block-8d4f8f39-dd24-4c20-bd9f-1a56b143aa8b\">But no matter how boldly he or his government acts, nobody can defy the laws of supply and demand.<\/p>\n<p id=\"block-51b89350-3109-4db4-b139-b6dcb9a7f759\">If the mayor truly wishes to make New York City more affordable, cities like Austin offer a proven blueprint \u2014 if he\u2019s willing to build on it.<\/p>\n<p id=\"block-6d45fae8-336d-49d5-8ef8-7093d79558f3\">John Ketcham is director of cities and a legal policy fellow at the Manhattan
