According to DOB records, at least 15 of those BESS units are slated for Staten Island, with 10 additional sites under evaluation. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KRR4XE5Q6BB4TFZAZV3XVAUHT4\">Reviewed by the DOB\u2019s Office of Technical Certification and Research, the projects are in addition to the 11 BESS units already in operation in the borough. Upon reporting this data, the department underscored its extensive review process, which it said abides by FDNY regulations and safety standards. <\/p>\n<p>\u2018Robust\u2019 safety standards<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4DH2KKVIG5HJFIOQ6UNOGSN32M\">The release of these numbers comes as a new set of BESS standards adopted by the State Fire Prevention and Building Code Council officially went into effect on Jan. 1, 2026.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HVBI7GXS35BL7NHXK63LWF6XWA\">\u201cBattery Energy Storage Systems are key to modernizing our grid and optimizing power generation and transmission,\u201d the New York State Energy Research and Development Authority noted in a press release, which detailed the updated requirements. \u201cNew York, through the work of its Inter-Agency Fire Safety Working Group, has implemented some of the most robust BESS standards in the nation \u2014 strengthening the reliability and resilience of our electricity system and prioritizing the safety of our communities.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MCY3TNJ3QRDGVNMTXKYBNAE7Q4\">David Sandbank, NYSERDA\u2019s vice president of Distributed Energy Resources, is a former solar developer who was a member of that <a href=\"https:\/\/www.silive.com\/news\/2024\/02\/ny-gov-kathy-hochul-releases-safety-recommendations-for-battery-energy-storage-sites.html\" target=\"_blank\" rel=\"nofollow noopener\">Inter-Agency Fire Safety Working Group established by Gov. Kathy Hochul in 2023<\/a>. He sat down for an interview with the Advance\/SILive.com to detail how all NYSERDA-supported energy storage projects are contractually required to meet these updated codes and improved safety standards \u2014 which now include independent peer reviews and site field inspections. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OCJRUPZ27VD7ZD3CL3FJVZWC7Y\">\u201cWe took lot of best practices from the FDNY and what they\u2019re doing in NYC and more broadly adopted them across the state,\u201d Sandbank noted. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"73VOVTGPXVATNPTQADMBF2QOI4\">According to NYSERDA\u2019s website, New York state\u2019s BESS safety standards are reinforced by \u201cstringent oversight and independent, third-party review.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JWKCEVW3ZZGBNL27AFV2X6C46Y\">\u201cNew York State\u2019s BESS codes are among the highest standards internationally and are designed to reduce risk while ensuring that in the rare case a fire does happen, it is contained and does not pose a threat to the facility\u2019s host community or first responders,\u201d the website noted. \u201cThis model has been successfully used by New York City to ensure compliance and safety across BESS projects throughout the City. If projects do not meet the standards, incentives are withheld, and the project is unlikely to move forward.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"G6UT7PPXDFG5NFB3TS3O5A3LQY\">Sandbank said that plans for each BESS are reviewed to make sure the product is being designed according to current codes and standards and noted that all BESS systems currently in operation adhere to the new regulations.<\/p>\n<p>Fire incidents in Warwick, New York<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UHMCQ5TI7FDHHNITMTBFPY5XHE\">He spoke of back-to-back fire incidents that occurred in Warwick, New York, in 2023 and indicated that the blazes were properly contained. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LUTR34M5TNBIHOMLVHRIVY7B24\">\u201cData has shown there were no known injuries and that air, soil and water had no level of contaminants,\u201d he noted. \u201cThe incident was also contained within the fence line of the site.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PUEFAZ5MJZE4TGYJQUEAV2FZOM\">But on Dec. 19, after the Advance\/SILive.com interviewed Sandbank, <a href=\"https:\/\/www.silive.com\/news\/2025\/12\/after-ny-battery-energy-storage-sites-3rd-fire-bp-calls-staten-island-locations-dangerous.html\" target=\"_blank\" rel=\"nofollow noopener\">the same Warwick BESS site suffered a third fire<\/a>, which took nearly 24 hours to extinguish. NYSERDA declined to comment on that incident, noting that the site is not one of its approved facilities.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WQ34YHB3WVEW7K5ETP6FKODZ3I\">A technology that uses a group of batteries to store electrical energy, allowing the energy to be released later when needed, the storage system sites \u2014 commonly referred to as BESS \u2014 essentially act as backup power sources for homes or the grid, particularly during peak demand or power outages. They are often used in conjunction with renewable energy sources like solar power.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AXXWYXW2EVGMNDGKDGB2SFNWDA\">Developers and green energy proponents tout the lithium-ion structures \u2014 <a href=\"https:\/\/www.silive.com\/business\/2022\/11\/back-up-energy-site-coming-to-staten-island-how-will-it-be-used-support-the-boroughs-electrical-grid.html\" target=\"_blank\" rel=\"nofollow noopener\">which started popping up in several NYC neighborhoods<\/a> in 2022 \u2014 as quiet neighbors that are a necessary agent for renewable change. They are designed to remove pressure from the city\u2019s stressed grid, using rechargeable batteries to store electrical energy from various sources, and then releasing that stored energy when needed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GVXIV6LRVZFNJFWWGI3PKO75UU\">But over the past two years, Staten Island residents and borough officials have voiced concerns about their siting. <a href=\"https:\/\/www.silive.com\/news\/2023\/01\/islanders-ask-are-lithium-ion-battery-storage-facilities-safe.html\" target=\"_blank\" rel=\"nofollow noopener\">Community Boards voted against their proximity to bakeries<\/a> and storefronts and <a href=\"https:\/\/www.silive.com\/business\/2022\/11\/back-up-energy-site-coming-to-staten-island-how-will-it-be-used-support-the-boroughs-electrical-grid.html\" target=\"_blank\" rel=\"nofollow noopener\">elected officials issued a moratorium<\/a> on applications filed within residential districts. In one instance, <a href=\"https:\/\/www.silive.com\/business\/2023\/01\/plans-withdrawn-for-community-opposed-lithium-ion-battery-storage-system-on-staten-island.html\" target=\"_blank\" rel=\"nofollow noopener\">an energy developer retracted plans to place batteries in a Bulls Head church parking lot<\/a>.<\/p>\n<p>\u2018Inherently unproven and dangerous\u2019<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5KNOBBZYPRAZHPP7GQTWZ2F7BA\">Borough President Vito Fossella commented on the latest Warwick BESS fire, saying it should serve as a warning to NYC residents.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UPUBIIQQB5BLPHAZSFGTI4UMC4\">\u201cFor years, we have warned that BESS units are inherently unproven and dangerous, that if they catch fire they burn for days, and when they do they release toxic gases,\u201d Fossella noted in a statement. \u201cWe have also warned that these facilities are prone to catch fire under a wide variety of circumstances, including water damage.
