Tax abatement, as I understand it, was provided to encourage building here. That encouragement is no longer needed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5BDIIRXRKVGBNP6O7ZHWL7WX3U\">Staten Island is a \u201chot spot\u201d for builders to build new . . . or to replace old structures with new ones . . . commercial\/apartment-type buildings.
