But he signaled changes could be coming to the prior administration\u2019s math mandate. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cI completely believe in academic rigor and excellence \u2014 that\u2019s why we are doubling down on what we\u2019re doing with New York City Reads,\u201d Samuels told principals during a Tuesday morning webinar, according to a recording obtained by Chalkbeat. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cWe\u2019re going to probably take a little bit of a different approach to New York City Solves, so you might see some shifts there,\u201d Samuels said of the math mandate. Neither Samuels nor an Education Department spokesperson elaborated on what changes he is considering. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Under Adams, the city required all elementary schools to adopt one of three approved literacy curriculums. The program, <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/09\/06\/what-to-know-about-nyc-reads-curriculum-mandate-for-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">known as NYC Reads<\/a>, marked a major shakeup for a system that has long given principals freedom to choose what materials their schools use. Meanwhile, high schools <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2023\/11\/10\/high-school-algebra-curriculum-mandate-divides-teachers\/\" rel=\"nofollow noopener\" target=\"_blank\">had to adopt a standardized Algebra 1 curriculum<\/a>, and a growing number of middle schools have been <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/04\/21\/nyc-reads-solves-curriculum-mandate-middle-school-expansion-eric-adams\/\" rel=\"nofollow noopener\" target=\"_blank\">required to use new math programs<\/a>, too.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Samuels\u2019 comments indicate that key pieces of Adams\u2019 education agenda will continue despite the transition between mayoral administrations \u2014 echoing sentiments shared by Mayor Zohran Mamdani on the campaign trail. The new schools chief also told high school principals \u201cnot to worry\u201d about the fate of another key Adams initiative that <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2023\/3\/20\/23645611\/career-technical-education-david-banks-nyc-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">created new career education pathways<\/a> at over 130 schools, known as FutureReadyNYC.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">That may be a relief to some school leaders who often fear promising programs could be discarded when the city\u2019s political leadership changes. Some educators have raised concerns that the Illustrative Math curriculum, which emphasizes open-ended activities and discussion, is not in sync with the state\u2019s exit exams that are currently required for graduation. The program\u2019s critics say it can be a struggle for students who are behind or don\u2019t have enough background knowledge in the subject. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The union leader said many teachers appreciate the curriculum\u2019s approach but are frustrated with some of the implementation challenges. Mulgrew praised Samuels as a \u201cpractical\u201d leader who could help troubleshoot. \u201cHe\u2019s an educator \u2014 he gets the fact that you can\u2019t start the first unit with something children have no baseline knowledge of,\u201d Mulgrew said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Samuels also praised some of the prior administration\u2019s efforts to ramp up assessments to identify children who are struggling and standardize how schools help them catch up. For the first time this school year, all of the city\u2019s public schools must pick from a list of approved programs to help students who are behind.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cOur most vulnerable students need to learn how to read,\u201d Samuels said. \u201cThat is our number one goal.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Samuels has also recently touted his own record on literacy. As superintendent of Manhattan\u2019s District 3, Samuels presided over an increase in reading scores. Scores in his district climbed just over 3 percentage points last year, to 67.4% proficiency, after implementing a new reading curriculum. Citywide, about 56% of students were considered proficient last year, a roughly 7 percentage point increase, matching the gains statewide.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">In his address to principals, Samuels reiterated his <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2026\/01\/05\/nyc-schools-chancellor-kamar-samuels-integration-priorities\/\" rel=\"nofollow noopener\" target=\"_blank\">commitment to school safety and integration<\/a>, an idea he said should go beyond shifting classroom demographics and focus on culturally responsive teaching.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Alex Zimmerman is a reporter for Chalkbeat New York, covering NYC public schools.
