Kathy Hochul rolled out a multi-billion-dollar plan Thursday to offer \u201cfree\u201d child care for all two-year-olds in New York City, while expanding pre-K and early child care programs in the rest of the Empire State \u2014 with no tax increases, at least this year.<\/p>\n<p>The Big Apple already has universal Pre-K and 3K programs, <a href=\"https:\/\/nypost.com\/2025\/12\/28\/us-news\/gov-hochul-throws-weight-behind-mamdanis-universal-childcare-plan-but-doesnt-say-whos-going-to-pay-or-how\/\" rel=\"nofollow noopener\" target=\"_blank\">and Hochul said <\/a>she will partner with new Mayor Zohran Mamdani to age down the program to cover 2-year-olds.<\/p>\n<p>She said she is committed to \u201cfully\u201d funding the first two years of the city\u2019s \u201c2-care\u201d program.<\/p>\n<p>Governor Kathy Hochul at a NYC press crime briefing on Jan. 6, 2026. Janet Mayer\/INSTARimages.com<\/p>\n<p>Mamdani made <a href=\"https:\/\/nypost.com\/2025\/12\/11\/us-news\/mayor-elect-zohran-mamdani-touts-universal-childcare-plan-as-he-offers-few-details-besides-itll-be-modeled-on-quebec\/\" rel=\"nofollow noopener\" target=\"_blank\">universal child care <\/a>a key priority in his successful bid for the mayoralty. His plan would eventually cover all children over 6 weeks old.<\/p>\n<p>As envisioned by the socialist administration, Hochul said the first year of the program will focus on high-need areas selected by City Hall and expand to serve all interested families across the Big Apple by year 4.<\/p>\n<p>In addition, the governor will help the mayor \u201cfix\u201d the <a href=\"https:\/\/nypost.com\/2024\/03\/20\/us-news\/demand-for-3k-seats-exceeding-supply-in-nearly-50-of-nyc-zip-codes\/\" rel=\"nofollow noopener\" target=\"_blank\">city\u2019s 3K program <\/a>to achieve its promise of universal access.<\/p>\n<p>Funding for \u201c2-Care\u201d will be included in the state budget, but will be paid for with existing revenue.<\/p>\n<p>Gov. Janet Mayer\/INSTARimages.com<\/p>\n<p>It will not require additional taxes or other revenue raisers this year, Hochul\u2019s office said.<\/p>\n<p>The Democrat is running for re-election this fall, and any tax increase would become a campaign issue and a potential political liability for the incumbent, who will face Nassau County Executive Bruce Blakeman, the Republican candidate for governor.<\/p>\n<p>Democratic socialist Mandani, meanwhile, has proposed $9 billion in combined tax increases on millionaires and corporations to fund \u201cfree\u201d universal childcare.<\/p>\n<p>Hochul said she is committed to \u201cfully\u201d funding the first two years of the city\u2019s \u201c2-care\u201d program. Paul Martinka<\/p>\n<p>However, the idealistic millennial would need Albany\u2019s approval.<\/p>\n<p>It could cost $15 billion to phase in universal child care across all 62 counties in the state, budget experts said.<\/p>\n<p>\u201cThere\u2019s one thing that every family in New York can agree on: the cost of childcare is simply too high,\u201d said Hochul, who calls herself the \u201cfirst mom governor.\u201d<\/p>\n<p>\u201cI\u2019m proud to partner with Mayor Mamdani and leaders across our state to make this a reality, turning that foundation into a concrete roadmap that will transform the lives of working parents and kids across our state.\u201d<\/p>\n<p><a href=\"https:\/\/nypost.com\/2025\/12\/31\/us-news\/mamdani-hochul-should-support-payroll-tax-to-fund-universal-child-care-liberal-think-tank-says\/\" rel=\"nofollow noopener\" target=\"_blank\">Mamdani and Hochul appear<\/a> to be on the same page \u2014 at least for now.<\/p>\n<p>\u201cOver the past 14 months, a movement was born to fight for a city where every New Yorker could afford a life of dignity and every family could afford to raise their kids. Today, Governor Hochul and I meet that movement as we celebrate our joint commitment to universal child care,\u201d Mamdani said.<\/p>\n<p>\u201cThis victory represents much more than a triumph of city and state government working in partnership\u2014it is proof that when New Yorkers come together, we can transform the way government serves working families.\u201d<\/p>\n<p>Hochul will also move to <a href=\"https:\/\/nypost.com\/2026\/01\/05\/opinion\/government-not-greed-is-to-blame-for-nycs-childcare-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">expand pre-K and early childhood programs<\/a> in other parts of the state.<\/p>\n<p>Mayor Mamdani made universal child care a key priority in his successful bid for the mayoralty. Janet Mayer\/INSTARimages.com<\/p>\n<p>While four-year-olds in the city and some other parts of the state have long had access to Pre-K, dozens of school districts lack it.<\/p>\n<p>Hochul is providing funding to phase in universal Pre-K for all four-year-olds in the State by the 2028-2029 school year.<\/p>\n<p>The governor is committing $500 million to provide additional funding and expand Pre-K seats.<\/p>\n<p>A group of children sitting together. Most low-income families of the 170,000 children served by the program pay no more than $15 per week for child care;<\/p>\n<p>Supporting localities outside the city to create and expand child care programs, regardless of income;<\/p>\n<p>Creating a new Office of Child Care and Early Education to oversee the rollout of universal Pre-K, 3-K, and 2-Care, including aiding the growing child care workforce;<\/p>\n<p>Bolstering childhood worker training and education programs through scholarships and grants, including through classes at CUNY and SUNY; and<\/p>\n<p>Expanding the child and dependent care tax credit to provide an additional average benefit of $575 for 230,000 tax filers.<\/p>\n","protected":false},"excerpt":{"rendered":"Gov.
