The most significant of <a href=\"https:\/\/www.nytimes.com\/2025\/12\/18\/nyregion\/nyc-street-vendor-permits-cap-raised.html\" rel=\"nofollow noopener\" target=\"_blank\">these<\/a> addresses the long-standing low cap on licenses for food vendors \u2014 currently just 6,880 \u2014 by raising it with an additional 11,000. The other two bills will create a Division of Street Vendor Assistance (for education and training) and require that the city distribute the new licenses within five years. But on his way out of office, former mayor Eric Adams <a href=\"https:\/\/www.crainsnewyork.com\/politics-policy\/eric-adams-vetoes-19-bills-including-controversial-housing-vending-measures\" rel=\"nofollow noopener\" target=\"_blank\">vetoed<\/a> the bills along with 16 others that he described as \u201creckless legislation.\u201d Raising the cap on food carts, he said, would \u201cundermine our small businesses with an untested new licensing regime for street vendors.\u201d<\/p>\n<p class=\"clay-paragraph\" data-editable=\"text\" data-uri=\"www.grubstreet.com\/_components\/clay-paragraph\/instances\/cmk5jwlvx00113b7642ndk60h@published\" data-word-count=\"87\">The move wasn\u2019t a surprise. Last year, Adams vetoed another bill \u201crepealing the misdemeanor criminal penalties\u201d faced by licensed street vendors for violations like being too close to a subway station. (City Council <a href=\"https:\/\/www.thecity.nyc\/2025\/09\/10\/council-veto-override-street-vendor-instacart\/\" rel=\"nofollow noopener\" target=\"_blank\">overrode<\/a> the veto.) Now, the three other bills are back with City Council, which will have 30 days to repass them with a two-thirds majority. In an <a href=\"https:\/\/nypost.com\/2026\/01\/03\/us-news\/q-amp-a-with-julie-menin-first-jewish-nyc-council-speaker-ready-to-take-on-mamdani\/\" rel=\"nofollow noopener\" target=\"_blank\">interview<\/a> with the New York Post, the new City Council Speaker, Julie Menin, said she was planning to override the veto on \u201cmany\u201d bills, including street-vendor reform.<\/p>\n<p class=\"clay-paragraph\" data-editable=\"text\" data-uri=\"www.grubstreet.com\/_components\/clay-paragraph\/instances\/cmk5jwly000123b76qut5q0cm@published\" data-word-count=\"65\">To become law, each bill must be brought back in front of City Council for a revote. To overturn Adams\u2019s veto, the bills must pass with a two-thirds majority. This seems like a decent bet given that, in December, each passed with enough votes to overcome the veto. If voted on again and passed, the bills will automatically become law and won\u2019t require mayoral approval.<\/p>\n<p class=\"clay-paragraph\" data-editable=\"text\" data-uri=\"www.grubstreet.com\/_components\/clay-paragraph\/instances\/cmk5jwlzt00133b762t3dti5r@published\" data-word-count=\"102\">\u201cI am the daughter and granddaughter of street vendors. Street vendors in New York City are treated as second- or even third-class citizens of our city,\u201d Councilmember Pierina Ana Sanchez, who sponsored the legislation, says.
