{"id":96356,"date":"2026-01-11T11:50:03","date_gmt":"2026-01-11T11:50:03","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/96356\/"},"modified":"2026-01-11T11:50:03","modified_gmt":"2026-01-11T11:50:03","slug":"2025-environmental-scorecard-reveals-wide-gap-among-staten-island-legislators","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/96356\/","title":{"rendered":"2025 Environmental Scorecard reveals wide gap among Staten Island legislators"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"G6VISOEKPVF3JFO5TJPZMSQH2Y\">STATEN ISLAND, N.Y. \u2014 The <a href=\"https:\/\/www.nylcv.org\/wp-content\/uploads\/NYS-Scorecard-2025.pdf?sourceid=1014473&amp;emci=03713ad2-41e0-f011-8195-000d3a1d58aa&amp;emdi=56fd56dc-d0e0-f011-8195-000d3a1d58aa&amp;ceid=1324225\" target=\"_blank\" rel=\"nofollow noopener\">2025 Environmental Scorecard<\/a> shows where Staten Island elected officials in the New York State Legislature landed in their voting records to aid in the fight against climate change. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5WMOXOS2EVC5HCWPMUVCDNQYBY\">Staten Island has six, state-level elected officials split between the New York State Senate and New York State Assembly. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7PXJJ2SK5FEPHEVNOM7L5TK7LI\">Our representatives from North Shore to South Shore are: Democratic Sen. Jessica Scarcella-Spanton; Republican Sen. Andrew Lanza; Democratic Assemblymember Charles D. Fall; Republican Assemblymember Michael Reilly; Republican Assemblymember Sam Pirozzolo; and Republican Assemblymember Michael Tannousis. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MQQZO2JZVVBVHOPEFXW2KNWYRY\">Each was scored by <a href=\"https:\/\/www.nylcv.org\/wp-content\/uploads\/NYS-Scorecard-2025.pdf?sourceid=1014473&amp;emci=03713ad2-41e0-f011-8195-000d3a1d58aa&amp;emdi=56fd56dc-d0e0-f011-8195-000d3a1d58aa&amp;ceid=1324225\" target=\"_blank\" rel=\"nofollow noopener\">the New York League of Conservation Voters<\/a>, or NYLCV, based on 13 bills that were introduced to the Senate and 12 bills introduced in the Assembly. <\/p>\n<p>The Bills<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"P7C5525LYRDIBKVVXUXDNTP5EE\">The bills that were considered in the methodology, <a href=\"https:\/\/www.nylcv.org\/wp-content\/uploads\/NYS-Scorecard-2025.pdf?sourceid=1014473&amp;emci=03713ad2-41e0-f011-8195-000d3a1d58aa&amp;emdi=56fd56dc-d0e0-f011-8195-000d3a1d58aa&amp;ceid=1324225\" target=\"_blank\" rel=\"nofollow noopener\">as listed by the NYLCV<\/a>, are as follows:<\/p>\n<p>Repeal of the 100-foot rule: Signed into law Appraisal of renewables: Signed into lawAutomatic solar permitting: \u201cDied\u201d in both the Senate and AssemblyAutomatic voter registration: Passed in the Senate but \u201cdied\u201d in the AssemblyBeauty Justice Act: <a href=\"\">Passed in the Senate but \u201cdied\u201d in the Assembly<\/a>Clean fuel standard: Passed in the Senate but \u201cdied\u201d in the AssemblyE-bike battery EPR: Signed into lawHome Utility Weatherization Jobs Act: Passed in the Senate but \u201cdied\u201d in the AssemblyPackaging Reduction and Recycling Infrastructure Act: Passed in the Senate but \u201cdied\u201d in the AssemblyPFAS in menstrual products: Signed into lawRoad salt reduction task force: Passed in the Senate but \u201cdied\u201d in the AssemblySeptic system replacement fund: Signed into law<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4GX4SEHGDFAZ7BYJRFSJ5O43UY\">To read more about each law, <a href=\"https:\/\/www.nylcv.org\/wp-content\/uploads\/NYS-Scorecard-2025.pdf?sourceid=1014473&amp;emci=03713ad2-41e0-f011-8195-000d3a1d58aa&amp;emdi=56fd56dc-d0e0-f011-8195-000d3a1d58aa&amp;ceid=1324225\" target=\"_blank\" rel=\"nofollow noopener\">click here.<\/a> <\/p>\n<p>The Results<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"D3RNYM65L5CBNKK4PL66MZNLAQ\">Scarcella-Spanton led the way among all the elected officials graded on Staten Island with a final score of 77%. She voted against three of 13 Senate bills.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EWOXMDT3AFEJHOLLHGWXW26XLA\">Fall followed her with a score of 58%. He voted against five of the 12 Assembly bills.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QE6D76IPLBE7RJAGUATREGVQUU\">Lanza rounded out the top three with 38%, voting against eight of the 13 bills. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QQODBRQREVCWFIQO4VFKC2WBEE\">Pirozzolo and Reilly tied at just 17%, each voting in favor of just two bills: PFAS in menstrual products and the septic bills. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QESN2DH7ZVCAJINE6RVX475EYE\">Tannousis only scored 13%; he missed four votes and only voted in favor of the septic bill. <\/p>\n<p>The Comments<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EIMIPHL4UNFT3NC7OTLJGMPLLU\">The Advance\/SILive.com reached out to each of the elected officials for comment on their scores. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CJTNO566CBDFNCFOMA7ITPKBZU\">\u201cI know that sometimes the questions or the things that they\u2019re scoring on are so over the top conservationally that they expect people to go live in an ice hut sort of thing or raise the price of electricity to where people can\u2019t afford to stay in their own homes,\u201d Pirozzolo said. \u201cI am definitely for working with the environment. There\u2019s no doubt about it, but we cannot be foolish about it or overzealous.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6PERUZMRJZCALCBGB7PCPZKEFI\">Tannousis said that he did not \u201cappreciate being rated or lectured\u201d by the NYLCV. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7SWJPCO5UFHI3JEBZTSLEG322A\">\u201cAny Staten Island elected official or candidate that seeks their endorsement should be ashamed of themselves,\u201d Tannousis added. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Y6HMHOCZWVGXVIRARN7UBZFI6Q\">Lanza also berated the organization. When seeing that the automatic voter registration legislation was counted in the methodology, he said: \u201cWhat the heck does that have to do with the environment?\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VY5N6QA3ZJBHTPE2IAGBNKEF7A\">He continued on to say, \u201cI\u2019m against bans on gas stoves. I\u2019m against congestion pricing, and I\u2019m proud of my actual environmental record where I have in my tenure in office created more green space and preserved more natural areas on Staten Island than, I dare say, any other Staten Island elected official.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PG23VNCWHJAABKPE656USNANOQ\">\u201cThe community I represent always guides my votes on environmental policy.
