Kathy Hochul will propose a statewide measure to prevent utilities from shutting off services to tenants in apartments when landlords are behind on payments, THE CITY has learned.<\/p>\n<p>Currently, when property owners don\u2019t pay for gas, electric or water bills, utility companies may cut services \u2014 or threaten to \u2014 for the residents who usually don\u2019t have a way to intervene. In the governor\u2019s proposed legislation, utility companies would be able put liens on properties for nonpayment instead of shutting off services.<\/p>\n<p>\u201cFor too long tenants who have faithfully paid their bills have had their utilities shut off through no fault of their own when their landlords fail to do the same,\u201d Hochul said in a statement. \u201cNo tenant should pay the price when a landlord fails to pay their utility bills.\u201d<\/p>\n<p>Each year Hochul uses her State of the State address to lay out legislative priorities for the new bill- and budget-making session in Albany. This year, she will also make her pitch for her own reelection, as she\u2019s facing a primary challenge by Lt. Gov. Antonio Delgado. Republican Bruce Blakeman, who currently serves as Nassau County executive, is also running for governor.<\/p>\n<p>Most of Hochul\u2019s proposals, whether funding commitments or new legislation, will need cooperation from state lawmakers to become reality.<\/p>\n<p>She\u2019s unveiled a slew of proposals in recent weeks, including measures to <a href=\"https:\/\/www.governor.ny.gov\/news\/keeping-new-yorkers-safe-governor-hochul-announces-nation-leading-proposals-crack-down-3d\" rel=\"nofollow noopener\" target=\"_blank\">tackle 3D-printed guns<\/a>, <a href=\"https:\/\/www.governor.ny.gov\/news\/protecting-our-kids-governor-hochul-announces-nation-leading-proposals-protect-kids-online\" rel=\"nofollow noopener\" target=\"_blank\">protect children from online<\/a> scams and predators, and <a href=\"https:\/\/www.thecity.nyc\/2026\/01\/08\/free-child-care-hochul-mamdani\/\" rel=\"nofollow noopener\" target=\"_blank\">fund two years of free childcare<\/a> for New York City\u2019s 2-year-olds.<\/p>\n<p>On the energy and environmental side, Hochul will also propose a sales tax exemption for electricity purchased from commercial electric vehicle chargers, as well as measures to make it easier for schools to install solar projects, as first reported by <a href=\"https:\/\/www.politico.com\/newsletters\/weekly-new-york-new-jersey-energy\/2026\/01\/12\/hochuls-solar-and-ev-push-00721632\" rel=\"nofollow noopener\" target=\"_blank\">Politico<\/a>.<br \/>She will also <a href=\"https:\/\/www.syracuse.com\/news\/2026\/01\/hochul-ratchets-up-nuclear-plans-aims-to-lead-us-in-building-new-power-reactors.html\" rel=\"nofollow noopener\" target=\"_blank\">announce a goal<\/a> to build five gigawatts of <a href=\"https:\/\/www.syracuse.com\/news\/2026\/01\/hochul-ratchets-up-nuclear-plans-aims-to-lead-us-in-building-new-power-reactors.html\" rel=\"nofollow noopener\" target=\"_blank\">new nuclear power in the state<\/a>, up from the current one gigawatt aim.
