Kathy Hochul wants to revamp the way the state\u2019s schools teach math.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Hochul announced the plan in her annual State of the State address on Tuesday, along with several child care and education initiatives she has previewed over the past week. The governor\u2019s broader agenda includes funding a <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2026\/01\/08\/hochul-and-mamdani-announce-state-funding-for-nyc-2-care-universal-child-care\/\" rel=\"nofollow noopener\" target=\"_blank\">new, free child care program for 2-year-olds in New York City<\/a>; expanding pre-K and child care vouchers statewide; growing a <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2026\/01\/05\/gov-kathy-hochul-wants-to-expand-teen-mental-health-first-aid-statewide\/\" rel=\"nofollow noopener\" target=\"_blank\">mental health training program for high schoolers<\/a>; bolstering the state\u2019s teacher training pipeline; and building on free community college for adults who want to train for high-demand careers.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The governor\u2019s office released few details about the plan to overhaul math, but in its <a href=\"https:\/\/www.governor.ny.gov\/sites\/default\/files\/2026-01\/2026StateoftheStateBook.pdf\" rel=\"nofollow noopener\" target=\"_blank\">2026 State of the State Book<\/a> outlining Hochul\u2019s priorities for the year, state officials compared it to existing efforts to revamp literacy instruction. The governor has worked with teachers and school districts to adopt evidence-based \u201cscience of reading\u201d practices that focus on phonics and explicit reading instruction, state officials wrote. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Similarly, Hochul said in her Tuesday speech that it is time to get \u201cback to basics\u201d in math. \u201cMy hope is for New York students to be the most academically prepared in the country,\u201d Hochul said. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">To that end, she will introduce legislation to require the State Education Department to provide school districts with best practices for teaching math and guidance on selecting math curriculums that align with state standards. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The state will also require the State University of New York and the City University of New York to offer extra training in evidence-based math instruction to teachers, especially in New York\u2019s districts with the lowest math performance. <\/p>\n<p>Inspiration, advice, and best practices for the classroom \u2014 learn from teachers like you.<\/p>\n<p>Across all of our bureaus, Chalkbeat reporters interview educators with interesting, effective approaches to teaching students and leading their schools. Well before the state rolled out its curriculum recommendations, former Mayor Eric Adams introduced a teaching overhaul called NYC Reads, which required elementary schools to use one of three city-approved reading programs. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">At the same time, under a math reform called NYC Solves, the city required high schools, and later some middle schools, to adopt a standardized curriculum for algebra.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Some educators and experts contended that it didn\u2019t make sense to introduce a math overhaul in high school, <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2023\/11\/10\/high-school-algebra-curriculum-mandate-divides-teachers\/\" rel=\"nofollow noopener\" target=\"_blank\">when many students were already far behind<\/a> and lacked the vocabulary or tools to follow what was being taught. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">New York City\u2019s new schools chancellor, Kamar Samuels, seems to agree. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Math reform should start with elementary schools, he <a href=\"https:\/\/www.cbsnews.com\/newyork\/news\/kamar-samuels-interview-nyc-schools-chancellor\/\" rel=\"nofollow noopener\" target=\"_blank\">recently told CBS.<\/a> \u201cIf we don\u2019t do math well,\u201d Samuels added, students won\u2019t \u201cbe ready for the jobs that exist, much less the jobs that don\u2019t.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Samuels also argued for a balancing a \u201cback-to-basics\u201d approach to math that emphasizes memorization and math facts with a focus on creative problem-solving. Conceptual understanding is important, Samuels said, but parents \u201clook back at me and say, \u2018My kid is in fourth grade and doesn\u2019t know the times tables.\u2019\u201d <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cWe think of [times tables] as an old thing, but we absolutely need to incorporate it so that our parents can believe in what we do again,\u201d Samuels said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The jury remains out on whether New York City\u2019s curriculum mandates have improved performance. The Adams administration <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/07\/07\/nyc-reads-solves-screener-data-eric-adams-school-curriculum-mandate\/\" rel=\"nofollow noopener\" target=\"_blank\">pointed to assessments<\/a> they said were evidence of positive results, but education experts say it\u2019s too soon to draw conclusions. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Abigail Kramer is a reporter in New York City.
