Brad Hoylman-Sigal, Borough President Mark Levine, and City Council Member Keith Powers.<\/p>\n<p>According to<a href=\"https:\/\/www.nyc.gov\/assets\/buildings\/html\/sidewalk-shed-map.html?utm_medium=email&amp;utm_name=&amp;utm_source=govdelivery\" target=\"_blank\" rel=\"noopener nofollow\"> city data<\/a>, more than 8,500 scaffolding structures currently line New York\u2019s streets, most of them in Manhattan. The average structure has been in place for over 500 days, and roughly 370 have stood for more than five years.<\/p>\n<p>\u201cIf you put those sidewalk sheds on the highway, they would stretch from New York City to Albany to Buffalo to Montreal and beyond,\u201d Hoylman-Sigal said, calling scaffolding both a public safety and an economic issue that burdens small businesses and blights neighborhoods.<\/p>\n<p>Mamdani criticized outgoing Mayor Eric Adams who in April signed <a href=\"https:\/\/www.amny.com\/news\/new-laws-crackdown-lingering-scaffolding\/\" target=\"_blank\" rel=\"nofollow noopener\">a five-bill legislative package<\/a> giving the Department of Buildings (DOB) expanded authority to push property owners to complete building repairs more quickly and remove sidewalk sheds once work is done, charging that Adams had only succeeded in removing fewer than 400 sheds. City Hall to not respond to request for comment on Mamdani\u2019s accusation.\u00a0<\/p>\n<p>\u201cI want to succeed where he failed,\u201d Mamdani said, \u201cand I want to build on the legislation that Council Members Powers and [Erik] Bottcher shepherded through to actually bring light back into New Yorkers\u2019 lives.\u201d<\/p>\n<p>He continued: \u201cWe are going to remove all sheds that have been up longer than three years on city property. It\u2019s time for the city to show itself as the leader in this fight. There are hundreds of sidewalk sheds within our control as city government that we can bring down \u2014 and my administration will do that.\u201d<\/p>\n<p>If elected, Mamdani\u2019s plan includes several key components aimed at modernizing and reducing the city\u2019s reliance on scaffolding. It calls for the immediate removal of all city-owned sidewalk sheds that have been up for more than three years, with Mamdani pledging to \u201caggressively fund and repair\u201d the affected buildings.<\/p>\n<p>The proposal would also extend the facade inspection cycle for newer structures under Local Law 11 from five to ten years, which Mamdani said is appropriate for buildings with \u201cmore modern engineering and lower risk.\u201d<\/p>\n<p>In addition, he plans to implement new \u201csafer, brighter, and airier\u201d scaffolding designs based on an ongoing DOB\u2019s study, and to reorient the Office of Management and Budget to prioritize preventive maintenance funding for city buildings\u2014reducing the need for scaffolding in the long run.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-137804846\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/10\/DSC_5801.jpg\" alt=\"Scaffolding on East 16 in Flatiron district, part of the city\u2019s network of more than 8,600 sheds that mayoral candidate Zohran Mamdani has pledged to reduce under his proposed reform plan\" width=\"700\" height=\"467\" title=\"NYC Mayor's Race: Mamdani proposes removing scaffolding on city property after three years in new policy to tackle \u2018concrete jungle gym\u2019 2\"  \/>Scaffolding on East 16 in Flatiron district, part of the city\u2019s network of more than 8,600 sheds that mayoral candidate Zohran Mamdani has pledged to reduce under his proposed reform planPhoto by Lloyd Mitchell<\/p>\n<p>The initiative drew support from a coalition of elected officials, including Powers, the outgoing City Council member who had sponsored three of the five bills previously signed into law by Adams.<\/p>\n<p>Powers said the issue has burdened neighborhoods for too long, particularly the small business \u201cburied underneath them.\u201d\n<\/p>\n<p>\u201cOne thing New Yorkers universally agree on, we want scaffolding down,\u201d Powers said. \u201cWhen I was running for office, I met a small business owner whose coffee shop sat under scaffolding that blocked visibility and foot traffic.\u201d<\/p>\n<p>\u201cIt\u2019s our neighborhoods that are unsafe and dimly lit because of the existence of them, it\u2019s buildings that are struggling with the financial constraints of trying to live under this very rigid Local Law 11,\u201d Powers said of the decades of law which requires landlords to inspect their building facades every five years and erect sidewalk sheds during each inspection.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-137804849\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/10\/DSC_5468.jpg\" alt=\"United to shed the sheds: Council Member Keith Powers and Manhattan Borough President Mark Levine stand with Mamdani on Oct. 20\" width=\"700\" height=\"467\" title=\"NYC Mayor's Race: Mamdani proposes removing scaffolding on city property after three years in new policy to tackle \u2018concrete jungle gym\u2019 3\"  \/>United to shed the sheds: Council Member Keith Powers and Manhattan Borough President Mark Levine stand with Mamdani on Oct. 20Photo by Lloyd Mitchell<\/p>\n<p>Levine, the Democratic nominee for City Comptroller, noted that the city\u2019s scaffolding laws date back nearly 50 years, to the <a href=\"https:\/\/www.amny.com\/whatisnewyork\/new-york-city-falling-objects\/\" target=\"_blank\" rel=\"nofollow noopener\">1979 death of 17-year-old Barnard student Grace Gold<\/a>, who was struck by falling masonry on Broadway and 115th Street.<\/p>\n<p>\u201cThat tragedy led to laws regulating facade repairs and the scaffolding meant to protect pedestrians,\u201d he said. \u201cNearly half a century later, it\u2019s time for an update.
