Pennsylvania saw modest net population growth from July 2024 to July 2025, according to new data from the U.S. Census Bureau, but where are new residents coming from?

The Census Bureau estimated Pennsylvania had 13,059,432 residents as of July 1, 2025, up by 13,584 residents compared to the previous year. While some states lost residents during the pandemic, the Keystone State’s population is up from its 2020 figure of 13,002,753.

A handful of states are leading in moves to Pennsylvania, including some in the Northeast, as well as some in the South.

While the commonwealth is gaining residents overall, Centre County’s population declined by about 3,000 residents from 2020 to 2024, the Centre Daily Times found in a recent analysis. The population of those younger than 30 years old saw a particularly sharp decline in the county.

From 2023 to 2024, Philadelphia County led the commonwealth for population growth, with 10,567 net residents gained, while Montgomery, Chester, York and Lehigh counties rounded out the top five.

Conversely, Fayette, Cambria, Greene, Westmoreland and Erie County lost the greatest number of residents over the one-year period.

6. California: 10,777

7. Virginia: 8,597

8. North Carolina: 7,838

9. Texas: 7,249

10. Delaware: 6,665

Some of the same states that saw the greatest number of residents move to Pennsylvania also made the list for top states Pennsylvania residents are moving to. Florida was the No. 1 destination, with 33,530 movers, with New Jersey, New York, Virginia, North Carolina, Texas, Maryland, Ohio, California and South Carolina rounding out the top 10.

The Census Bureau reported Pennsylvania was the fifth-most populous state in 2025, behind California, Texas, Florida and New York.
