A Scott Twp. man faces multiple charges after police found him partially clothed and crouched in his vehicle in front of Geisinger Community Medical Center on Wednesday.

At about 2:30 p.m. Scranton police officers responded to the hospital for the report of a naked man parked near the emergency room. Hospital personnel feared the man had a knife, according to a criminal complaint.

According to a criminal complaint, when officers arrived, they found Kevin Stanley Carsto partially naked and crouched in the driver’s seat reaching for the center console.

Because Officer Nicholas Ivanoff was concerned that Carsto might have a knife, he approached him with a Taser drawn and ordered him to show his hands and get out of the vehicle.

Carsto initially complied but then became aggressive, pulling his arms away from officers and refusing to put his hands behind his back.

Ivanoff deployed his Taser and officers were able to take Carsto into custody.

He was taken inside the hospital for evaluation.

Hospital staff told officers Carsto had been spotted outside the hospital acting erratically, striking objects and yelling incoherently inside his car. Officers noted Carsto had been sweating profusely during their encounter with him.

Police subsequently found two plastic baggies containing a white powdery substance on the driver’s side floor of Carsto’s vehicle.

Carsto is charged with resisting arrest, disorderly conduct, possession of a controlled substance, indecent exposure and public drunkenness. He remains at Lackawanna County Prison in lieu of $15,000 bail.

A preliminary hearing is scheduled for 9:45 a.m. on April 1 before District Judge Paul Ware.
