BUFFALO, N.Y. (WIVB) — Legislation was introduced in the Erie County Legislature Tuesday to remove a convicted double murderer released on parole earlier this month from Erie County.

Republican Legislator Frank Todaro (Lancaster) introduced the piece, requesting that the New York State Department of Corrections remove Chad Campbell, who was released in Erie County earlier this month, to be placed elsewhere.

Campbell raped and killed a 15-year-old girl and a 17-month-old baby in Wayne County, outside of Rochester, on Aug. 1, 1990. Campbell was 14 years old at the time of the murders. In 1991 he was convicted of second-degree murder and was sentenced to 18 years to life in prison.

Campbell was denied parole in May 2025. Since then, the state parole board adopted a rule change to parole considerations for offenders who committed violent crimes as minors. Campbell last addressed the parole board in November and was then granted parole. The parole board noted in the decision his age at the time of the killings, completion of state-mandated programs, “academic and vocational achievements” as well as “recommendations written by DOCCS staff acknowledging [Campbell’s] exceptional behavior and work ethic.”

Todaro wrote in the legislation that Campbell is “incompatible with the welfare of society and deprecates the seriousness of his crime.” He also called for a reversal of the decision and “find an alternate solution to meet the terms of his parole.”

The legislation was co-sponsored by fellow Republican legislators John Mills (Orchard Park), Lindsay Lorigo (Aurora) and Chris Greene (Clarence).
