PENNSYLVANIA (WTAJ) — Governor Josh Shapiro signed two bills into Pennsylvania law on Wednesday.
The first new law, Senate Bill 862, authored by Sen. Patty Kim (D-Dauphin), provides for an expedited process to fill borough vacancies. More specifically, the law amends Section 901 of Title 8, otherwise known as the Borough Code, by specifying that if a majority of seats are vacant, the Court of Common Pleas will fill the spots upon petition.
“The Local Government Commission staff received feedback from the various municipal associations that, on occasion, vacancies on a municipal governing board can result in gridlock between the remaining officers, effectively halting municipal decision-making,” Kim wrote. “The associations further emphasized the need to provide a more expedient process to address this issue.”

The second new law, Senate Bill 997, authored by Sen. Marty Flynn (D-Lackawanna and Luzerne), creates a Motor Carrier Safety Advisory Committee. The committee will be composed of members of the public who represent areas of concern with motor carrier transportation and safety activities throughout the Commonwealth.
The board will take effect in 60 days, with members to be appointed by Gov. Shapiro.
