Warren, PA — In the city of Warren, frustrations are growing as officials wait for the state legislature to pass a budget.

Without it, grant funding for multiple local projects has been delayed, including infrastructure improvements and community development efforts.

City Manager Mike Holtz said the delays are affecting several applications already submitted.

““We have several grant applications that are in and waiting for them to make a decision on them and of course with the state budget being in limbo those decisions haven’t come forth,” Holtz said.

City leaders say the hold-up is putting progress at a standstill, with timelines for grant approvals and project starts now uncertain.

“Many of our projects have two or different funding agencies or two or three different grants, and grants always have timeframes,” Holtz explained. “So we are always cognizant of when the funding sources are coming to a deadline without having the other funding source in place. So, we hope the state passes a budget and gets going because that keeps our projects going.”

Until the budget is finalized, city departments say they can only wait, and hope the funding comes through soon.
