STROUDSBURG, Pa. – Authorities in Monroe County have charged three individuals, with charges pending for a fourth, following a year-long investigation into the filing of fraudulent voter registration and mail-in ballot applications.

The investigation began last year after suspicious applications were flagged by the Monroe County Voter Registration Office and referred to District Attorney Mike Mancuso’s office.

County investigators, in conjunction with the Pennsylvania Office of Attorney General (OAG,) shared information and documentation. While the Monroe DA’s office pursued its cases locally, officials say the OAG agreed to assume responsibility for related investigations in Lancaster and Berks counties at the request of officials there.

The complaints filed in Monroe County allege the submission of false voter registration and absentee ballot applications. The defendants are accused of forging signatures, fabricating information, and falsely completing registration documents. Investigators discovered applications submitted under the names of individuals who denied participating, individuals residing out of state, and even one deceased individual.

Authorities say the fraudulent applications were tied to a specific canvassing organization called Fieldcorps operating in Pennsylvania during the 2024 election cycle. The OAG has filed a criminal complaint against a managerial level employee of that group.

Charged in the Monroe County case are:

31-year-old Ashley Arias of Wernersville, Berks County

43-year-old Jessica Clark of Wernersville, Berks County

45-year-old Gary Hall of Philadelphia

Charges include forgery, identity theft, election fraud, tampering with public records, perjury, and related election code violations.
