EXETER TWP., Pa. – It was report card time at Monday night’s meeting of the Exeter Township Board of Supervisors as township manager, William Heim, delivered the budget review for the first quarter 2026.

Heim reported that first quarter revenue was at 19% of budget, which was anticipated because many revenue sources come in later in the year. Expenditures were 24.4% of the budget, which was also expected, Heim said. The two major revenue streams were income tax and real estate taxes, he pointed out.

Heim said that in 2025 the township earned over $2 million in interest income but conservatively estimated 2026 interest income at a little over $1.25 million. However, he noted that in March, interest income had a significant decline, although it seems to have recovered in the past two months.

Salary and wages expenditures were right where expected at 24%, but health care expenditures were above expectations because the increase for medical was 19% and those figures did not come in until the budget was approved, Heim pointed out. Insurance is also high, said Heim, but that is because insurance premiums are paid in full earlier in the year.

Solar ordinance

At the May 11 meeting of the supervisors, Chairperson George Bell asked that that discussion regarding the solar ordinance be placed on the next agenda, noting that substantial work had already been completed on the matter.

Heim noted that the township planning commission recommended the ordinance be moved forward. Accordingly, the supervisors authorized the advertisement of a public hearing for the proposed zoning amendment for solar energy systems.

Public comment

The advertisement of an amendment to the township’s rules and regulations was authorized. The ordinance amends the township’s code for the purpose of allowing public comments at the beginning of meetings of the township board of supervisors. Currently, only public comments on agenda items are allowed at the beginning of the meetings.

Police

Chief of Police Steve Powell shared the police report for May 2026, containing April 2026 statistics. There were 2,512 total incidents reported for the month. The highest number of criminal incidents were disorderly conduct (19), and fraud related (10), resulting in 35 arrests. There were 413 traffic citations issued and 226 warnings plus 356 traffic-related incidents including four DUIs.
