A man who managed a swim school has been charged after police said he engaged in unlawful sexual contact with a 16-year-old employee.
Todd Hill, 46, of Wilmington, Delaware, faces multiple charges following an investigation into the sexual assault of a teen that occurred in the unit block of South Cannon Drive in Wilmington, according to the New Castle County Police Department.
Police said Hill was a manager at Kids First Swim School in Aston, Pennsylvania, where a 16-year-old boy was employed as a lifeguard.
Detectives learned that the boy had stayed overnight at Hill’s residence on South Cannon Drive on multiple occasions, according to police. Detectives also found that Hill engaged in unlawful sexual contact with the victim at the home.
During the investigation, police said detectives found numerous concerning text message exchanges between Hill and the boy. It was also found that in January 2026, Hill traveled to Mexico with the boy.

After obtaining an arrest warrant, police said on June 16, 2026 Hill was found at his home and taken into custody without incident.
Hill has been charged with six felony counts of unlawful sexual contact in the second degree, one felony count of enticement for purposes of sexual conduct, according to police. He was arraigned and committed to the Howard R. Young Correctional Institution after failing to post $21,000 secured bail.
