A 37-year-old Scranton man kicked and punched out the screen window to an apartment Saturday and exposed himself to three occupants, including a 2-year-old girl, police said.
Officers responded to 1849 Clearview St. at 4:39 a.m. for a report of a neighbor dispute over loud music, according to a criminal complaint.
Lackawanna County dispatchers informed police the caller — James Douglas — was armed with a handgun and it appeared that Darrell Carter was attempting to enter the man’s apartment on the first floor, officers said.
Patrolman Andrew Hudak arrived first on the scene and observed a male, later identified as Carter, aggressively approaching the apartment and yelling, according to the criminal complaint.
Hudak advised Carter to stay away from the door and walk back toward his own apartment, but Carter didn’t comply; he opened the screen door and continued to yell at Douglas, police said.
Hudak then grabbed Carter and and placed him in handcuffs, officers said.
When Hudak went inside the apartment to speak with Douglas about the incident, his wife, Francine Douglas, said Carter was being loud so she texted him and asked him to keep it down, according to the criminal complaint.
James Douglas later yelled out the window for Carter to quiet down for the night, which led to a verbal argument between the men, police said.
Carter then punched and kicked the screen to the window, officers said. One screen, which was ripped off, was on the ground outside and another screen fell into the downstairs apartment.
Additionally, Douglas told Hudak that Carter pulled his pants down and exposed his genitals through the window while Douglas, his wife and their 2-year-old daughter were in view of the window, police said.
During the interaction, Douglas said he grabbed a handgun — which was not loaded — as a defensive measure to attempt to get Carter out of the window, according to the criminal complaint.
Police charged Carter, 1849 Clearview St., Apt. 2, with criminal trespass, indecent exposure, criminal mischief and disorderly conduct.
As of Monday, Carter remained in Lackawanna County Prison in lieu of $35,000 bail. A preliminary hearing is scheduled for June 30 at 9:45 a.m.
