YORK COUNTY, Pa. (WHTM) — A traffic stop on the Pennsylvania Turnpike in York County last year resulted in 72 charges being filed Tuesday against two men accused of evading tolls dozens of times, according to court documents.

Felony charges of corrupt organizations and theft, along with 70 summary charges of fare evasions, were filed against 23-year-old Ashon Harris, of Allegheny County, and 46-year-old Shawn Harris, of Cambria County.

The charging Pennsylvania Trooper said in an affidavit, the turnpike lost a total of $16,097.74 because it could not identify the carrier to be billed.

A Freightliner truck tractor with a trailer, being driven by Ashon, was stopped at the I-83 exit by mile marker 242 in York County on July 15, 2025. The Trooper said they saw a paper taped to the rear plate of the trailer, partially obscuring the plate, blocking any automatic license plate readers’ ability to identify it before stopping Ashon.

No registration was displayed on the truck and 21 violations were found when the truck was inspected at a nearby weigh station, the affidavit said. Ashon was also on the phone with his supervisor Shawn, during the inspection.

The Trooper said it was learned that Ashon was involved in a crash earlier in July with the same truck, and he was cited for fare evasion due to an obscured license plate. Ashon claimed at the time to have an E-ZPass device in the truck, but he could not provide one at the time.

By going through the license plate reader data, the Trooper said they found the truck made about 70 trips on the Pennsylvania Turnpike between Aug. 15, 2024, and July 15, 2025.

The turnpike in April was able to provide the invoice for the unpaid tolls, as well as E-ZPass accounts for Shawn and the company that did not have any of the invoices for the involved truck or trailer.

Court records show that Ashon and Shawn have yet to be arraigned on their charges.
