A contractor working on the $100 million expansion of the Cedarbrook Senior Care and Rehab facility in South Whitehall is suing Lehigh County, saying it is owed money because the project has been plagued with delays.

P.J. Dick Inc. says it is owed an additional $6.6 million because of extensions, mostly due to efforts to deal with loose soil under the addition’s foundation.

“The County reaffirms its commitment to the highest quality of care at Cedarbrook, and insists the facility match that quality to benefit its residents and the taxpayers of Lehigh County,” Lehigh County officials said in a statement. They declined to discuss the suit further.

The expansion of Cedarbrook — one of 17 county-owned care homes in the state — has been over a decade in the making. County officials broke ground on the project in 2021.

The expansion includes a four-story, 240-bed addition, which will keep the number of beds at 473, but will let Cedarbrook reduce the number of residents in a room from three or four to one or two, and eliminate communal restrooms by providing in-room bathroom facilities.
