HARRISBURG, Pa. (WHTM) — The Pennsylvania Department of Revenue announced that it has collected $3.5 billion in General Fund revenue in October 2025.

According to the Department of Revenue Secretary Pat Browne, the Commonwealth collected $3.5 billion in General Fund revenue last month, and its fiscal year-to-date General Fund collections total $13.5 billion.

Below is a breakdown of the revenue from last month and the department’s year-to-date collections:

Sales Tax receipts:

$1.3 billion in October 2025

YTD collections total $5.2 billion

Personal Income Tax:

$1.6 billion in October 2025

YTD collections total $5.7 billion

Corporation Tax revenue:

$160.7 million in October 2025

YTD total of $601.8 million

Inheritance Tax Revenue:

$157.3 million in October 2025

Fiscal-year total of $181.3 million

Realty Transfer Tax Revenue:

$69 million in October 2025

Fiscal-year total of $181.3 million

In addition to the above revenue streams, other General Fund tax revenue, including cigarette, malt beverage, liquor, and gaming taxes, totaled $149.5 million for the month. This brings the year-to-date total to $506.4 million.

Non-tax revenue totaled $33.6 million last month, bringing the year-to-date total to $178.6 million.

On top of the General Fund collections, the Motor License Fund received $250.2 million for the month, and the fiscal year-to-date collections total $1.1 billion.

According to the Department of Revenue, October collection data does not include a comparison because the official estimate for the 2025-26 fiscal year has not been certified.

This certification of the official estimate occurs as part of the process to finalize the budget for the fiscal year, which has not yet occurred.

As of the time of this publication (November 3, 2025), the Pennsylvania State budget is 126 days overdue.
