Troopers found the girl in the back seat suffering from an active seizure and restrained by multiple seatbelts. The child’s mother, 60-year-old Lisa Miller, was taken into custody and charged with endangering the welfare of a child. She had ligature marks on parts of her body from being restrained. Again, there’s a severe pattern of abuse that we documented with this child beyond what we believe would be the ingestion of bleach.” The girl was airlifted to a nearby hospital, where she was last listed as stable.
