READING, Pa. – The race for Reading City Council District 4, which featured two newcomers vying for the seat, has been decided.

Democratic candidate Ray Baker, a Berks County assistant district attorney, won over Republican challenger Gary Colby. District 4 incumbent Wesley Butler, who became the youngest member in council history at age 20, did not seek re-election.

During the campaign, Baker pointed to his career as a prosecutor, saying his commitment to justice has made a lasting impact on Reading’s neighborhoods.

Baker’s plans to improve Reading include building new, affordable housing, rebuilding downtown Reading into a walkable, shoppable, and safe town center, and replacing dilapidated housing and commercial properties.

Colby, an area attorney who ran unopposed as the sole Republican candidate in the May primary, said his overriding concern in the position he sought was representing the will of the people.
