A manhunt is underway for Kadafi Fleming in connection with an attempted carjacking of an off-duty cop in Southwest Philly. He’s the brother of Azzubair Outen-Fleming, who was charged in the deadly shooting of Billy Schmidt on June 6 near his South Philly home.
