Grovetown City Council approved the second readings of proposed ordinances to annex and rezone 770 Chamblin Road, Monday evening, during the first regular meeting after Gary Jones returned as mayor.

Last month the council had unanimously approved the first readings of both ordinances, which would bring into the city limits the roughly four-acre parcel at the corner of Chamblin and Wrightsboro Roads owned by Mary McMahan Milford, and rezone the property from Residential Agricultural (R-A) to Residential (R-1).

City development director Jac Palmer noted to the council members that Milford, who is the executrix of the estate of Cleveland McMahan, had no intention of having the property rezoned anything other than R-1, though a future buyer may request a different zoning.

The council also approved an extension of the city’s waste collection contract with Waste Management that included some updates. The new iteration is the seventh amendment of the contract between Waste Management and Grovetown, extending it from Jan. 1, 2027 through Dec. 31, 2029.

The new agreement also calls for increasing rates paid to the company in accordance with the Consumer Price Index.

“It still seems that the price that we’re getting per can is very competitive, and the reason being is they’re already here. They’ve already got the cans in place,” explained city finance director Bradley Smith to the council members, alluding to the city’s transition from contracting with Advanced Disposal to Waste Management.

The amended contract also calls for all complaints about trash pickup to be directed to the city, who would transfer them to the contractor.

The council recognized Specialist 4th Class Harry Lee Siddall for its monthly honoring of Vietnam Veterans. Siddall enlisted in the Army in 1968, at age 19, and would go on to serve in Vietnam as a communication center specialist. He also served in the 508th Radio Research Group before returning home, having earned a host of decorations including the National Defense Service Medal, the Vietnam Cross of Gallantry and a Meritorious Unit Citation, to name a few. Siddall was honorably discharged in December of 1971, to go on to a career in fleet management, from which he has only recently retired.

Siddall and his family lived several places throughout the U.S., including California and Hawaii, before coming to Grovetown.
