Council members unanimously approved the partnership during their meeting, officially launching the Erie Community Presence Pilot Program. The initiative will place trained Blue Coats team members and supervisors in Perry Square on a regular basis to provide a positive presence and help build relationships with residents and visitors.

Mayor Daria Devlin said the program is part of the city’s broader effort to ensure that public spaces remain welcoming and accessible for everyone.

“Across our city, we want residents to feel welcome and able to enjoy the incredible amenities it has to offer, including at Perry Square,” Devlin said. “I’ve seen firsthand the incredible work of the Blue Coats and the impact they have on our community.”

Founded in 2005, the Blue Coats of Erie is a volunteer organization known for its community-based approach to public safety. Members work to de-escalate conflicts, support residents, and foster positive interactions in neighborhoods throughout the city.

Under the pilot program, Blue Coats personnel will work alongside city staff, residents, and visitors in Perry Square with the goal of creating a safer, more connected environment.

City officials say the program will be funded using redirected police overtime funds, allowing the city to expand its community presence efforts without increasing overall spending.

Leaders hope the initiative will strengthen relationships in downtown Erie while enhancing the experience of those who live, work, and gather in Perry Square.
