The Pennsylvania State Police Troop E – Erie Criminal Investigation Unit is asking for assistance in the investigation of a fatal hit-and-run that claimed the life of 33-year-old Justin Puckly.
The incident occurred on July 19, 2025, at approximately 1:16 a.m., when Puckly was struck and killed by a vehicle while walking south on Route 19 following the Waterford Heritage Days event.
Investigators have gathered surveillance footage tracing the suspect vehicle’s route from Flatts Road and Route 97 to the Route 97/Route 19 roundabout. Additional footage from local businesses and residences captured the vehicle exiting the roundabout and traveling south on Route 19, as well as fleeing the scene after the collision.
Authorities are also analyzing cellphone tower data from the area during the time of the incident.
