California resident Stacey Frost knows North East. Now, through her think tank Urban Re:Vision, Frost is quietly making plans with the input of local residents and business owners on how to revitalize the grape-farming community.
It started with a 422-acre farm in the country. Then came a historic brick building in the heart of downtown.
A vacant lot where an apartment complex once stood until being destroyed by fire.
A 125-year-old commercial building across from Gibson Park that municipal officials once eyed for demolition was also in the mix, and so was its meeting with a bulldozer.
A vacant bank. An old schoolhouse refashioned into a home.
And five homes on the same shady block.

The Haynes House, a historic brick building on the southeast corner of Main and Lake streets in downtown North East, is shown June 28, 2025. North East native Stacey Frost and her company Urban ReVision bought the building on July 5, 2023, for $450,000, according to Erie County property records and Pennsylvania Department of State business filings.
“Through Re:Vision, (Frost) is crafting a replicable model for community-centered revitalization, honoring heritage while building toward a sustainable future,” Urban Re:Vision’s website says.

Stacey Frost poses for a photo outside of the Haynes House on Main Street in North East on July 12. Frost and her nonprofit Urban Re:Vision bought the historic building in 2023. She’s also bought Eden Run Farm, which she has renamed Evandale Farm, on Cole Road in North East Township, as well as other commercial and residential properties throughout North East.
Here are the 13 properties Frost has purchased for just over $4 million that the Erie Times-News has identified so far.
