The Kirksville City Council will hold a meeting, followed by an executive session, at 6 p.m. on Monday, Dec. 1, in the Council Chambers at City Hall, 201 S. Franklin Street. 

The council will hold a public hearing on the 2026 budget.

The council will discuss a proposed ordinance appropriating from the revenue of expenditures in accordance with the fiscal year 2026 budget and providing for adjustments thereto. A second reading of the ordinance will be during the  council meeting on Dec. 15.

The council will discuss a proposed ordinance amending Ordinance No. 12647, appropriating from the revenue of the city, expenditures in accordance with the 2025 budget and providing for adjustments thereto.

The council will discuss a proposed ordinance granting a Special Use Permit (SUP) to operate a communal house at 1804 N. Osteopathy.

The council will discuss a proposed ordinance granting a variance to The House of Hope at 1804 N. Osteopathy, maintenance of parking facilities and design specifications, accepting the existing paved section of driveway as sufficient to support the operation of communal housing.

The council will discuss a proposed ordinance establishing the second and fourth Mondays as official meeting dates of the city council.

The council will discuss a proposed resolution authorizing reimbursement payment to the developer, Kirksville Mall, LLC, from the South 63 Corridor Community Improvement District Fund 223 for improvements made to the project area.

The council will discuss a proposed resolution authorizing a reimbursement payment to the developer, Kirksville Mall, LLC, from the South 63 Corridor Tax Increment Financing District Fund 222 for improvements made to the project area.

The council will discuss a proposed resolution authorizing the purchase of water treatment proprietary and non-proprietary chemicals from various vendors, allowing the purchase from all vendors as necessary.
