The Erie City Council has adopted a resolution urging transparency and timely public updates regarding the investigation into the death of Marchello D. Woodard, who was fatally shot by a Pennsylvania state parole agent during a compliance check on July 2, 2025.
According to the Erie County Coroner’s Office, Woodard’s death was ruled a homicide following an autopsy on July 3. The investigation is currently being conducted by the Pennsylvania State Police in collaboration with the Erie County District Attorney’s Office, in accordance with county protocol for officer-involved shootings.
The resolution acknowledges the community’s concerns and ongoing demonstrations demanding answers. It emphasizes the council’s commitment to democratic ideals, public trust, and accountability, while recognizing that thorough investigations require time to ensure accuracy and impartiality.
Key provisions of the resolution include formal acknowledgment of the tragedy and condolences to Woodard’s family.
A request for public updates from the Erie County District Attorney on the status and timeline of the investigation has been made.
Clarification from the Pennsylvania Board of Probation & Parole regarding any internal reviews or personnel actions related to the incident.
Invitations have been made to officials from both agencies to attend a public council meeting to address transparency and progress.
Commitment to regular public updates and the release of non-sensitive information, including body camera and dashboard footage, where legally permissible.
The resolution also directs the City Clerk to send certified copies to Governor Josh Shapiro, the Pennsylvania State Police Commissioner, Erie County District Attorney Elizabeth Hirz, and other key officials.
Council members stressed that while they have no role in the judicial process, they hold a moral obligation to advocate for reforms that prevent similar tragedies and maintain public trust in law enforcement.
