Amid a heavy snowfall, officials celebrated and broke ground Wednesday for Hilltop Heights affordable housing community on the 900 block of Saginaw Street in the city’s South Side. This development will create 36 apartments for families across three residential buildings and a dedicated community building. Hilltop Heights will be built on the vacant portion of the roughly 24.6-acre, Scranton Housing Authority-owned parcel that also houses the authority’s Hilltop Manor Apartments. The apartment buildings would offer a mix of one, two and three-bedroom units targeted to serve households at various income levels, including four units for those at or below 20% of the area median income, 15 for those at 50% and 17 for those at 60%, the project summary notes. The long-vacant lot is within walking distance of schools, parks and essential services. Earlier this year, Lackawanna County approved a 10-year tax abatement.
