The new laws aim to allow alcohol at funerals, change unemployment benefits and start the construction of a new monument at the state Capitol. House Bill 467 This bill amends the liquor code to allow drinks to be served at off-site end-of-life memorials with only 24 hours’ notice to the Pennsylvania Liquor Control Board, instead of the original seven days. House Bill 1425 This bill establishes what is called the electronic nicotine delivery system directory to keep illegal foreign products off Pennsylvania shelves. House Bill 1651 It expedites the process to fill vacancies in township governments. House Bill 274 This bill targets what some industry experts call “ghosting,” in which someone skips a job interview or ignores offers but still claims unemployment. House Bill 1615 It responds to a Pennsylvania Supreme Court ruling that said courts cannot treat acceptance into a rehab program for a DUI as a prior offense. This new law creates a program called the Driving Under the Influence Treatment Program, with constitutional safeguards. The successful completion of that program can get your charges dropped, but participation can still count as a prior offense for future DUI sentencing. Senate Bill 734 This law clears funding for the construction of a celebration bell outside the east wing of the state Capitol Complex in honor of America’s 250th birthday.
