Erie County Executive-Elect Christina Vogel has announced several appointments to leadership positions in her incoming administration. The new team members bring extensive experience in planning, law, technology, finance, and public service. All will assume their roles on Jan. 6.

Lisa Miller, PhD – Director of Planning & Community Development

Dr. Miller, founder of Resource and Governance Consulting LLC, previously served as Executive Director of NWPA Job Connect/Partners For Performance. She has a strong background in strategic planning, workforce development, and stakeholder engagement, including work with Mercyhurst University and the Erie County Community College initiative.

Deanna Heasley, JD – Chief County Solicitor

Attorney Heasley, a Duquesne University School of Law graduate, has extensive experience in civil, criminal, and family law. For the past 12 years, she coordinated Erie County’s Guardian Ad Litem program, advocating for children affected by neglect, abuse, or parental challenges.

Joseph Butler, MBA – Interim Director of Information Technology

Butler, a retired Vice President of UPMC Corporate IT and former CIO for UPMC Hamot, brings over 30 years of experience in information technology leadership.

Robert D. Oliver, JD – Chief Public Defender

Attorney Oliver, a Villanova Law graduate, has served as a judicial law clerk and assistant district attorney. He is committed to ensuring high-quality legal representation and supporting rehabilitation for individuals facing substance use and mental health challenges.

Jennifer Hirneisen, JD – Deputy Solicitor

Hirneisen, a partner at MacDonald, Illig, Jones & Britton LLP, specializes in real estate and government services law. She serves on the Erie County Land Bank Board and Habitat for Humanity’s Site Selection Committee. She will succeed retiring Deputy Solicitor George Joseph.

Steve Schillo, MA – Interim Director of Finance

Schillo, former Vice President of Finance and Administration at SUNY Fredonia, Duquesne University, and Gannon University, brings over 30 years of experience in finance and public management. He previously served Erie County as interim HR Director in 2015.
