(WHTM) — Pennsylvania’s Department of Human Services said on Monday it has not received any guidance or requests from the Trump administration less than a week after it said it would freeze child care funding in all states until they provide more verification in response to fraud allegations in Minnesota.
DHS said despite not receiving guidance, the state continues to receive federal funding, as much as $65 million so far for fiscal year 2026. It typically receives $400 million in federal funds each year for child care, most of which goes toward its Child Care Works program, which helps low-income families pay child care fees.

“That means right now, there are no changes to our programs in Pennsylvania,” the department said in a statement.
An official with the U.S. Department of Health and Human Services said it is still requiring additional verification from states. However, child care centers suspected of fraud in Minnesota will need to provide more extensive documentation, including attendance records, inspection records, internal state discrepancies and complaints. Other child care centers will need to provide administrative data.
On Monday, HHS announced it would roll back Biden-era rules that required states to make upfront payments based on enrollment rather than verified attendance.
DHS said the Office of Child Development and Early Learning maintains strong program integrity and accountability for its child care system by annually inspecting facilities and requiring child care operators to obtain child abuse clearances. It also keeps an online directory where it posts information on licensed facilities, including status and inspection reports.
Providers that participate in the Child Care Works program must submit monthly attendance invoices to receive payments, DHS said.
