Upper Darby’s chair of the township council’s Public Safety Committee said on Tuesday that ICE enforcement must never come at the expense of public safety.
Upper Darby 6th District Councilmember David Bantoe said in a news release that public safety must remain paramount in federal and ICE operations in Upper Darby.

Bantoe said that as chair of the public safety committee his foremost responsibility is the safety, dignity and well-being of every resident in the township.
“While federal authorities have the legal responsibility to enforce immigration laws, those actions often involve civil matters rather than violent crime,” Bantoe said in the press release. “As such, enforcement tactics must prioritize de-escalation, clear identification of officers, and coordination with local law enforcement and local authority to prevent confusion, fear or unintended escalation.”
Operations conducted without clear identification or sufficient coordination can alarm residents, disrupt neighborhoods, and create dangerous misunderstandings, placing community members, officers, and first responders at unnecessary risk. These conditions do not enhance public safety, they undermine it, Bantoe said.
He noted Upper Darby is one of the most diverse communities in Pennsylvania, home to residents of many cultures, backgrounds and immigration statuses.
Upper Darby supports lawful enforcement carried out in a professional, transparent and accountable manner that respects constitutional rights and minimizes harm to the broader community, he said.
Public trust is essential to effective policing, and trust is built through clarity, professionalism and respect.
“Our strength lies in that diversity, and our responsibility as local leaders is to ensure the safety and stability of every neighborhood,” Bantoe said. “Our message is clear: Enforcement objectives must never come at the expense of public safety. Protecting lives, maintaining community stability, and ensuring officer safety must remain the shared priority of all agencies operating within Upper Darby Township.”
