The Bicycle Coalition of Greater Philadelphia is excited to announce that Michael Carroll, Secretary of PennDOT, and Din Abazi, District Executive for PennDOT Engineering District 6, will be hosting this year’s Vision Zero Conference Keynote Discussion in conversation with Philly’s own, Michael A. Carroll, Deputy Managing Director for Philadelphia’s Office of Transportation and Infrastructure Systems (oTIS).

Appointed Secretary of Transportation in May 2023, Mike Carroll builds on nearly two decades in public office, being first elected to the Pennsylvania House of Representatives in 2006 and subsequently re-elected for seven additional terms. He has worked on transportation throughout his time in public office. Mike was Democratic chairman of the House Transportation Committee from 2018 through 2022.

For his work, he has received numerous awards, including the Boy Scouts of America Minsi Trails Council Distinguished Citizen Award in 2010 for his work to rehabilitate the Stillwater Dam in Tobyhanna Township; the Jean Yates Award from the Pittston Memorial Library Board of Trustees based on his dedication and service to the library in 2014; the Joseph Battisto Award for his legislative service to the citizens of Monroe County; the Pennsylvania Citizens for Better Libraries (PCBL) State Elected Official Award in 2015; the BAYADA Home Health Care Champion award in May 2016; and in June 2016 he was presented with the Silver Bayonet Award by AMVETS in grateful appreciation of services rendered to the community, state, and nation.

As District Executive, Din Abazi oversees transportation in Bucks, Chester, Delaware, Montgomery, and Philadelphia counties. He manages the state highway system, which includes 3,553 miles of road and 2,760 bridges.

Abazi is a graduate of Drexel University with a degree in Civil Engineering and has extensive experience and a vision for building infrastructure that benefits local communities. His career reflects a deep understanding of the challenges involved in maintaining and improving transportation infrastructure.

As Deputy Managing Director of oTIS, Michael A. Caroll, P.E. leads oTIS staff in developing strategies and implementing policies to build safe and equitable multi-modal systems across Philadelphia’s diverse and vibrant neighborhoods.

Vision Zero PHL 2026 takes place on Thursday, March 12, 2026 at Temple University’s Student Center South presented by the Philadelphia Parking Authority. This year, we mark 10 years of Philadelphia as a Vision Zero City with the theme, “Putting Community First: Revolutionizing Street Safety,” exploring how the physical, social, and economic city converge and what’s possible when community needs and lived experiences guide decisions.
